Serve as the Human Resources Manager for the City of Philadelphia's Department of Commerce, providing HR leadership and support, developing people strategies, and managing day-to-day HR operations to promote employee growth and department success.
Responsibilities
- Act as the strategic and functional liaison between the Office of Human Resources and Commerce
- Provide HR leadership support and counsel to the Commerce Department in workforce planning, recruiting, training, career development, organization design, performance management, compensation, recognition, and change management
- Work with Chief of Staff and Commerce leadership team to develop a people strategy that supports organizational goals
- Develop action plans and strategies to address Commerce workforce needs
- Manage and support the on-going professional development of staff to promote continuous learning and promotions
- Promote innovation and continuous improvement in the department related to people and efficient operations
- Drive broad cultural change and position the organization for long-term success by building a high-performing workforce
- Analyze and present information to the Executive Leadership team for decision-making on key people's issues
- Ensure human capital management practices and programs align with HR policies and standards
- Supervise support staff and provide direction on policy and problems involved in payroll administration
- Prepare department hearing cases, attend and testify at representatives
- Conduct training programs in areas like department operations, personnel policies, and City laws
Requirements
- Broad knowledge of Commerce and traditional or small business economic development functions
- In-depth knowledge of all HR functions
- 2-4 years of professional Human Resources experience
- Experience managing teams and influencing senior level management and key stakeholders
Qualifications
- Bachelor's or Master's Degree in Business Administration, Human Resources, or other related field or equivalent work experience
- 2-4 years of professional Human Resources experience, including managing teams and influencing senior level management and key stakeholders
