Head of Product Management

About This Role

Lead product strategy and execution for Pennsylvania's Commonwealth Office of Digital Experience (CODE PA), focusing on reimagining services to improve citizens' lives. This role involves driving the full product development process, building high-performing teams, and fostering cross-functional alignment.

Responsibilities

• Drive all aspects of the product development process through execution and delivery, from strategy and vision to discovery, experimentation, and launch
• Build, develop, and facilitate high-performing product management teams, ensuring products meet constituent needs
• Drive cross-functional alignment and progress, directly managing a team of Product Managers
• Understand and interpret data, defining and continuously tracking metrics related to product performance
• Develop strong, trusted relationships with stakeholders to understand challenges and constraints in a public-sector environment
• Ensure stakeholders have a shared understanding of product objectives, goals, metrics, and strategy
• Support the team in working as members of a cross-functional, multi-disciplinary team, sharing knowledge and valuing contributions
• Provide visibility into project progress, communicate blockers, and ask for help when needed
• Provide strategic leadership, representing product managers in senior leadership discussions and communicating decisions back to the team
• Provide coaching, mentorship, and professional development opportunities, supporting employee well-being
• Incorporate equity and inclusion into training, speaking events, and experiential learning opportunities
• Energize and motivate the team by recognizing successes and learning from failures
• Conduct and document employee performance plans, mid-year, and end-of-year performance evaluations

Requirements

• 4+ years of full-time product management experience
• Experience creating a compelling product vision, roadmap, and goals based on research
• Experience guiding technical execution to achieve vision
• Experience making data-driven decisions and using data to inform product strategy
• Experience building alignment with stakeholders
• Experience leading the vision, direction, and roadmap for a product, platform, or service
• Experience managing individuals
• Experience with iterative or agile development methodologies
• Experience communicating complex information or ideas effectively

Qualifications

• Four or more years of full-time product management experience, with a focus on building and growing products, platforms, or services at scale
