Manage all aspects of project performance for government contracts, serving as the primary liaison between the Contractor and Government. This role ensures effective support for DEMD mission objectives by overseeing project planning, budgeting, staff, and quality assurance.
Responsibilities
- Manage overall project performance, including planning, budgeting, monitoring milestones, and adhering to schedules.
- Serve as the primary customer contact for all project activities, coordinating with agency Contracting Officers (CO) and Representatives (COR).
- Direct and interface with contract staff to fulfill requirements, identify resources, coordinate work, and assign responsibilities.
- Ensure strict compliance with quality requirements and review all contract deliverables before submission to the client.
- Manage project budget, determine revenue recognition, ensure timely invoicing, and monitor receivables and profitability.
- Participate in RFQ/RFP processes, preparing proposal schedules and ensuring successful submissions.
- Oversee transition management, manage employer obligations like time cards and staff morale, and ensure accurate project documentation.
Requirements
- Bachelor’s Degree in Management, business, administration, engineering, or a related field
- 5+ years’ experience managing people and programs in public sector performance management
- General understanding of technical areas of project assignment
- Proficiency in Internet, Intranet, and Project software programs
- Familiarity with federal government, DOI, and Indian Affairs trust relationship requirements
- Ability to obtain a Federal government-issued Personal Identity Verification (PIV) card
- Ability to successfully pass a Moderate Background Investigation (NACI)
Qualifications
- A Bachelor’s Degree in Management, business, administration, engineering, or a related field
- At least five (5) years’ experience managing people and programs in public sector performance management, with three (3) years of experience in U.S. Government-supported grants/contracts management preferred.
Nice to Have
- 3 years of experience in U.S. Government-supported grants/contracts management
- PMP certification
- Understanding of Native American corporation contracting capabilities with the Federal Government
