The Procurement Specialist will support WSP's Federal Programs, focusing on sourcing, supply chain activities, and managing contracts with suppliers and vendors. This role involves both direct procurement responsibilities and supporting project management and client proposal efforts within a growing organization.
Responsibilities
- Support division's sourcing capabilities and supply chain
- Responsible for supporting negotiating with suppliers and vendors to acquire the best value/most cost-effective deals
- Support division's purchasing including issuance of Master Service Agreements, notices to proceed, purchase orders, and task orders
- Support overall project management office with contract related duties
- Vet and onboard prospective vendors and subcontractors
- Support client proposal/bid efforts with subcontractor/vendor related activity
- Coordinate procurement/supply staff in office/remote/field
- Review and process subcontractor invoices to ensure compliance with applicable Federal Wage regulations
- Act as subcontractor liaison for contracting, subcontracting, invoicing, and payment activities
- Support the development performance risk ratings of contractors and evaluation of cost and pricing data
Requirements
- Bachelor’s or associates degree in business, public administration, legal studies or equivalent
- 5-7 years experience in contracting field (DoD, DHS, FEMA, USACE, USPS) with cost-reimbursement contracts of $1M+ value
- 5-7 years project experience with procurement and subcontractor invoices
- Prior project procurement/administrative experience
- Strong knowledge of Microsoft Office Suite and Oracle
- Ability to work well in a fast-paced environment and handle changing priorities
- Availability to work outside normal work schedule
- Strong administrative, communication and organizational skills
- Ability to multi-task
Qualifications
- Bachelor’s or associates degree in business, public administration, legal studies or equivalent
- 5-7 years experience in the contracting field with DoD, DHS, FEMA, USACE and USPS managing cost-reimbursement-type contracts with values of at least $1,000,000.00, and 5-7 years of project related work with procurement and subcontractor invoices
Nice to Have
- Thorough understanding of FAR, DFAR, FTA and DOL regulations
- Disaster/Emergency Response, Logistics/Dispatch experience
- FEMA ICS and NIMS certifications
