Serve as a Human Resources Analyst, performing comprehensive recruitment, selection, and HR support duties for Mountain View City Hall. This role involves developing recruitment strategies, assisting with compensation and benefits, and interpreting HR policies.
Responsibilities
- Perform full range of recruitment and selection duties, including application screening, scheduling examinations, and preparing interview materials.
- Develop new recruitment advertising and outreach techniques to attract qualified applicants, including attending college job fairs.
- Participate in the development, execution, and analysis of compensation, classification, and benefits studies.
- Assist in the analysis and administration of benefit programs for current employees and retirees.
- Plan, research, and complete various personnel-related projects and coordinate programs like new employee orientation and employee recognition.
- Counsel and advise employees, supervisors, and the public on employment, promotion, retirement, benefits, and compensation policies.
- Assist with the investigation and resolution of employee relation issues and organizational development matters.
- Write class specifications and essential functions of positions.
- Perform administrative support duties and assist in interpreting human resources rules, policies, and legislation.
- Conduct preparatory research for labor negotiations.
Requirements
- Knowledge of principles, methods, and techniques of public human resources administration (position classification, benefit administration, recruitment, personnel selection, compensation)
- Knowledge of applicable Federal, State, and local laws and regulations
- Ability to interpret City’s personnel programs and policies
- Ability to perform complex human resources work with minimum supervision
Qualifications
- A bachelor’s degree from an accredited college or university with major course work in public administration, business administration, human resources, or a related field.
- One year of experience performing duties comparable to those of a Human Resources Analyst I in the City of Mountain View.
