This Financial Analyst role is a key member of the MNIT Information Technology Business Office (ITBO) - Finance team, focusing on strategic financial management for MNIT supporting various state departments. The position drives enterprise-level strategy, analysis, and budget coordination, acting as the expert on Advanced Planning Document (APD) and operational funding to ensure IT modernization efforts are properly resourced.
Responsibilities
- Drive enterprise-level strategy, analysis, and budget coordination for all IT functions
- Act as the expert on Advanced Planning Document (APD) and operational funding
- Partner across MNIT and agencies to develop federal funds acquisition and timing strategies
- Analyze resource data and monitor direct and allocated costs for federal compliance post-award
- Provide essential budget management, reporting, and administrative oversight to governance boards and IT leadership
- Represent IT budget planning in agency-wide policy and strategic planning efforts
Requirements
- 4+ years of professional accounting, financial analysis, and/or budgeting and reporting experience
- Management and manipulation of data in spreadsheets
- Measuring and monitoring fiscal/budgetary performance
- Ability to work with business partners to create a budget
- Demonstrated ability to communicate clearly and effectively
- Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving
Qualifications
- Four (4) years of professional accounting, financial analysis, and/or budgeting and reporting experience
