About This Role

This role involves overseeing the processing and execution of contingency and field supplemental agreements for road and bridge construction projects within the Florida Department of Transportation. The specialist will ensure accuracy, prepare final submissions, and maintain various construction databases.

Responsibilities

  • Oversee processing and execution of all Contingency Supplemental Agreements and Field Supplemental Agreements on road and bridge construction projects in accordance with CPAM.
  • Prepare encumbrance of funds, complete additional required pages and forms, and perform final review for accuracy before submission.
  • Review the Ad-Hoc Report System (Construction Dashboard) for change order and pay item discrepancies for Supplemental Agreements and Work Orders.
  • Input required data into the Contract Change Tracking System (CCTS) from CCTS forms to resolve Discrepancy Reports and review reason codes for accuracy.
  • Receive and process contract documents, supplemental agreements, and unilateral payment packages, coordinating with District Legal Department and District Construction Engineer.
  • Maintain, update, and monitor various construction databases for supplemental agreements and time extension codes, producing reports from them.
  • Assist with the resolution of payment issues involving various offices such as Work Program, Central Office Comptroller, and District Financial Services.
  • Maintain and monitor Encumbrance Status Reports, coordinating with Work Program and Financial Services Offices for funding authorizations.
  • Review documents in the Electronic Document Management System (EDMS) to ensure proper scanning, filing, attribution, and distribution.
  • Evaluate CEI scope of services for future CEI contracts and changes, including assisting with negotiations and preparing relevant amendments.

Requirements

  • Knowledge of Florida Department of Transportation (FDOT) construction contract changes and Consultant Engineering Inspection (CEI) contract changes.
  • Knowledge of concepts, terminology, and principles of road and bridge construction and maintenance.
  • Skilled in interpretation of FDOT “Standard Specifications” and “Roadway and Traffic Design Standards”.
  • Skilled in the use of personal computers, Windows, Word Processing, spreadsheets, email, and web based system applications.
  • Ability to communicate effectively, both written and verbally, with contractors, FDOT and CEI staff, and the public.
  • Ability to work independently and effectively with little supervision.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to Equal Employment Opportunity/Disadvantage Business Enterprise/On the Job Training programs.
  • Ability to utilize problem-solving techniques.
  • Ability to plan, organize, and coordinate work assignments.
  • Ability to establish and maintain effective working relationships with others.

Qualifications

  • A high school diploma or its equivalent
  • 2 years’ experience in a related field can substitute for the high school diploma or equivalency.
