This role is responsible for licensing substance abuse service providers and assisting with designations for Baker Act receiving facilities within Florida's Central Region. The specialist ensures providers comply with licensing requirements, investigates complaints, and offers technical assistance.
Responsibilities
- Monitor, license, and evaluate substance abuse prevention, intervention, and treatment programs per Florida Statute and Administrative Code.
- Implement policies and procedures for licensing.
- Conduct on-site inspections of service providers and license substance abuse programs.
- Investigate licensing violations and complaints against licensed providers and illegal operations.
- Prepare reports and initiate administrative action as required by statute and/or administrative code.
- Identify and monitor corrective actions, including timely administrative complaint notifications and system updates.
- Review corrective action plans for compliance and conduct follow-up monitoring.
- Review documents for substance use disorder and designated provider applications, generate invoices, and audit licensed providers.
- Provide technical assistance to subcontractors and providers to ensure sustained compliance with licensing standards.
- Respond to inquiries from the public, agencies, and providers regarding licensed programs and regulations.
- Consult with stakeholders and clients on licensing regulations.
- Complete public record requests.
- Represent the Department in community meetings, work groups, and forums related to licensing, substance abuse, and mental health issues.
- Perform other duties and responsibilities assigned by the Regional Licensing Director.
Requirements
- Bachelor's degree in social services or related field and 2 years of social service work experience OR a master’s degree with 1-year social service work experience.
- Knowledge of family-centered interviewing and counseling techniques.
- Ability to plan, organize, and coordinate work assignments.
- Ability to actively listen to others.
- Ability to communicate effectively.
- Ability to write comprehensive reports.
- Ability to establish and maintain effective working relationships with individuals, family members, co-workers, and community partners.
- Ability to use computer systems.
- Ability to review compliance of licensing standards.
Qualifications
- A bachelor's degree in social services or related field from an accredited college or university or a master’s degree in social services with 1 year work experience.
- 2 years of social service work experience with a bachelor's degree, or 1 year with a master's degree. Licensing and/or substance use disorder experience preferred.
