This role involves managing Enterprise IT services for a large Government Agency, including infrastructure, networking, cloud, and cybersecurity. The director will oversee program execution, staff development, contract, and financial management for the government contract.
Responsibilities
- Deliver the full breadth of Enterprise IT services for a large Government Agency
- Oversee and manage all aspects of the Government Contract
- Serve as the primary liaison between GDIT staff and Federal Leadership
- Ensure program execution, staff development, contract management, and financial management
- Lead teams to meet and exceed SLAs and KPIs while mitigating risks, controlling costs and managing to schedules
- Develop comprehensive project plans for clients and staff members
- Ensure efficient delivery of contract capabilities using industry standards and repeatable processes including an ITIL framework
- Manage and oversee subcontractors and full-time employees
- Participate in the negotiation of contract and contract changes
- Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract
- Act as primary customer contact for program activities, leading program review sessions with customer
- Establish milestones and monitor adherence to master plans and schedules, identify program problems and obtain solutions
- Develop mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, clients and other stakeholders
Requirements
- 7+ years-experience managing government services contracts valued over 100 million a year, with team sized of over 250 persons, supporting federal enterprise IT Operations, to include networking, data center ops, cloud, cyber security, and end user services
- Demonstrated experience with Earned Value Management on projects of a similar size, scope, and complexity
- Demonstrated experience managing and leading geographically dispersed operations and engineering staff of varying skill levels, in a project environment similar in size and scope
- 5+ years-experience leveraging ITIL/ITSM frameworks to improve service availability, reduce costs, and improve customer satisfaction
- 3+ years-experience managing and leading remote and geographically dispersed operations and engineering staff
- Experience managing SLAs/KPIs on enterprise IT environments with 15,000+ users and thousands of servers
- Experience leveraging data analytics and insights to drive program strategy
- In scope Top Secret Clearance at time of application
Qualifications
- 7+ years of related experience; 7+ years managing government services contracts valued over 100 million a year, with team sized of over 250 persons; 5+ years leveraging ITIL/ITSM frameworks; 3+ years managing and leading remote and geographically dispersed operations and engineering staff; experience managing SLAs/KPIs on enterprise IT environments with 15,000+ users and thousands of servers.
Nice to Have
- Program Management Professional (PMI-PgMP) certification
- ITIL 4 Managing Professional, Strategic Leader or Master certifications
- Recent experience (within the last 5 years) coordinating an organization’s shift toward implementing and executing modern IT delivery methodologies (e.g., DevSecOps, Agile, AIOps)
- Experience providing oversight of Projects and Engineering Teams
- Experience in delivering and maturing ITSM using ServiceNow
- Experience managing a program in a Cost-Plus Award Fee environment
- Experience implementing service level agreements and performance metrics on a contract
- Experience with the Federal procurement process and familiarity with the administration of cost-type contracts
- Experience with the SDLC process, SAFe Agile principles/ methodologies and experience modernizing the processes procedures and application support environment toward CI/CD or DevSecOps approach
