The SCIF Security Specialist provides comprehensive security support for Special Access Programs (SAPs) and Sensitive Compartmented Information Facilities (SCIFs). This role involves interpreting and applying security policies, assessing operations, and making recommendations for operational and programmatic improvements, ensuring the safety and security of national security interests and facilities.
Responsibilities
- Manage daily SCIF/SAP security operations including information security, classified materials control, access control, and personnel security functions.
- Interpret and apply DOE-IN, NNSA, and/or LANL safeguards and security policies to resolve issues related to SCIF/SAP security operations.
- Provide resolutions to diverse security problems requiring data analysis and evaluation.
- Plan and implement schedules to meet objectives and implement corrective actions for identified security deficiencies.
- Support or lead SCIF construction and renovation efforts, ensuring security and regulatory compliance.
- Prepare and present security and safeguards reports to internal and external customers.
- Independently plan, direct, and conduct security self-assessments and audits (Level 3).
- Provide guidance and evaluate security incidents (Level 3).
Requirements
- Technical experience in one or more major security areas: information, physical, computer, or personnel security, classified matter management, or SCIF operations.
- Familiarity with DOE Orders and LANL requirements related to Safeguards and Security Programs and DOE security audits/inspections.
- Professional/specialized knowledge and experience in physical security, SAP operations, or other high-security activities.
- Demonstrated knowledge and expertise with security functions identifying vulnerabilities and assessing risks.
- Ability to prepare and present security and safeguards reports to all levels.
- Advanced technical knowledge of DOE Orders for Safeguards and Security, and Intelligence Community Directives.
- Experience supporting or managing SCIF renovation and construction efforts.
Qualifications
- Bachelor's Degree from an accredited institution
- 4 years of related experience for Level 2; 8 years for Level 3
Nice to Have
- Alternate Program Security Officer or Alternate Special Security Officer experience.
- Knowledge of Intelligence Community Directives (ICDs), National Industrial Security Program Operations Manual (NISPOM), or relevant DOE Orders for Safeguard and Security.
- Knowledge of DOE Order 471.5, Special Access Programs.
- Knowledge of Department of Defense Special Access Program (SAP) Security Manual.
- Effective interactions and collaborations with DOE/NNSA, DOE-IN, and institutional security personnel.
- Active DOE Q and SCI clearances.
