About This Role

Manage and deliver programs that ensure implementation and activities align with specified objectives, overseeing planning, scope definition, execution, and delivery. Track progress against milestones, manage budgets, and report to senior management.

Responsibilities

  • Manage the overall management of a Base Operations Support (BOS) contract covering Civil Engineering, Base Supply functions, Community and Fitness Centers, and Air Force Human Resources functions.
  • Demonstrate experience with managing Government contracting requirements including Federal Acquisition Regulations (FAR), Government Furnished Equipment and Materials, Property Accountability, and Work Control.
  • Coordinate with Akima leadership and other company resources to obtain support for personnel hires, employee benefits, travel, performance reviews, vendor setup, invoicing, and addressing employee issues.
  • Manage contract operations within budget to optimize performance, expenses, and profit margin.
  • Ensure timely and accurate invoicing and monitor receivables for the project.
  • Analyze project profitability, revenue, bill rates, and utilization.
  • Assist in recruiting personnel and overseeing their training and orientation, monitoring performance and productivity.
  • Review and evaluate the effectiveness of the organization and management of operations, formulating recommendations for improvement.
  • Develop, implement, and maintain a comprehensive worker safety, health, and environmental program in conjunction with the Safety and Health Officer.
  • Interface daily with site client management on all contract support issues and lead proposal development for scope changes, REAs, and pricing adjustments.

Requirements

  • Bachelor's degree in engineering or business related field
  • 5+ years' experience as a Program Manager managing large, complex, service-type, performance-based government contracts (multi-disciplinary staff of 200+ people, multiple functional areas including program management, business operations, human resources, procurement, subcontracts, contracts, operations, labor negotiations, civil engineering, and logistics support) with over $40M/year value
  • Thorough knowledge of general management principles, methods, and techniques, and their practical application in facilities management
  • Experience in direct oversight of quality control, equipment, facility, utility, grounds management, safety and business operations management
  • Demonstrated knowledge of project management processes and financial management skills
  • Knowledge and experience with unions and Collective Bargaining agreements and US Department of Labor employment law

Qualifications

  • Bachelor's degree in engineering or business related field.
  • At least Five (5) years' experience as a Program Manager managing large, complex, service type, performance-based government contracts with multi-disciplinary staff (200 person or more) multiple functional areas including program management, business operations, human resources, procurement, Subcontracts, contracts, operations, labor negotiations, civil engineering, and logistics support with a value of over $40M per year.

Nice to Have

  • Master's degree in engineering or business administration field
  • Project Management Institute (PMI) Project Management Professional (PMP) certification
  • Two (2) years' experience as a Base Civil Engineer
  • Ten (10) years of experience with large-scale USAF organizations and the functions and operations of Wing/base activities (i.e., Maintenance, Civil Engineering, Logistics, Operations, etc.)
