Program Manager

About This Role

This Program Manager role provides expert support to a Design-Build construction advisory team, overseeing major Design-Build projects within the client's Infrastructure Capital Plan. The position focuses on managing projects from procurement to closeout, ensuring feasibility, accurate budgeting, and execution through cross-functional collaboration and strategic leadership.

Responsibilities

• Provide program management support to stakeholders, acting as the primary point of contact for assigned design-build projects
• Assist in developing the capital plan by establishing project prioritization, assessing feasibility, and establishing agreements and guidelines
• Lead the end-to-end project lifecycle, from initiation and scoping to execution and closeout, developing execution plans and recovery strategies
• Drive the development of critical procurement documents (NOI, RFQ, RFP) and performance requirements
• Establish project risk parameters and allocations between the Authority and contractors, developing proactive contingency plans
• Serve as the primary liaison between Engineering, Line Departments, and external stakeholders for alignment on scope, budget, and schedule
• Direct post-award oversight of design, construction, and quality administration, implementing claim-avoidance initiatives

Requirements

• Experience in program management, project management, and project controls
• Proficiency in design-build delivery, scheduling, cost estimating, and cost management
• Strong leadership and communication skills
• Proven ability to utilize technology and data-driven approaches to optimize project delivery
• Hands-on experience in design-build, infrastructure and mission critical projects within the NYC area
• Experience on Design-Build projects

Qualifications

• Bachelor’s degree in Engineering, Construction Management, or a related field
