The Elections Manager assists the Elections Deputy Director and Director in managing the overall planning, organizing, staffing, logistics, and operational activities of the Elections Department. This role involves recruiting, selecting, and managing temporary and volunteer poll workers and election boards. The manager ensures accurate information and training are provided to election workers, the public, candidates, and political parties.
Responsibilities
- Manage staff through appropriate delegation and work supervision, organization, and assignment of task duties, responsibilities, resources, and scope of authority.
- Develop, propose, and implement policies, regulations, and procedures to ensure compliance with federal, state, and local elections statutes and regulations.
- Act as a liaison with federal and state governments, other county elections and recorders’ office staff members, Pinal County departments, and other stakeholders to ensure elections law compliance and efficient elections.
- Monitor federal and state websites, bulletins, manuals, and media releases to ensure awareness of current information and trends.
- Assist with proposing statutory changes to improve elections, reviewing election-related bills, and changes to the Secretary of State’s Elections Procedures Manual.
- Assist with ballot creation duties, including proofreading, working with translators, and creating/reviewing ballot orders.
- Assist with ballot tabulation duties, including working with Early Boards and overseeing Receiving Boards and Hand Count Boards on Election Night.
- Assist with election night reporting, including preparing necessary data uploads into Pinal County and State reporting systems.
- Represent the Elections Deputy Director, Elections Director, and/or the Elections Department at formal and informal meetings.
- Assess the need for temporary elections workers and implement strategies for timely and effective recruitment.
- Recruit, interview, hire, and manage Elections permanent, volunteer, and paid temporary staffing in consultation with the Deputy Director.
- Supervise, train, and evaluate staff members, including temporary workers.
- Plan, develop, and conduct information and educational activities that inform and educate the public about elections.
- Plan, organize, and conduct training programs for polling place election workers and create training manuals and curriculum.
Requirements
- Bachelor’s Degree in Business or Public Administration, Management, Education, or a related field
- Two years increasingly responsible elections related experience
- One year in a supervisory/management and training role
- Valid Arizona Driver’s License (if Arizona resident)
- Arizona Secretary of State Election Certification (or obtain at first available session)
- Knowledge of Federal, State and Local laws, rules and regulations pertaining to elections
- Proficiency in planning, organizing, and managing comprehensive and complex election operations
- Ability to communicate complex and technical election laws and requirements
- Proficiency in exercising effective control over voting methods and devices, assuring security and integrity
- Knowledge of principles and practices of effective leadership, supervision, and management
- Knowledge of voting systems and their applications
- Familiarity with administration, budgeting, procurement, and program management
- Experience with records management and retention requirements
- Skills in data collection, analysis, and reporting
Qualifications
- Bachelor’s Degree in Business or Public Administration, Management, Education, or a related field
- Two years increasingly responsible elections related experience; one year in a supervisory/management and training role.
