This role is responsible for overseeing all payroll and timekeeping operations, ensuring compliance with relevant laws and policies, and providing HR support to the City of New York agency. The director will develop strategy, trainings, and initiatives while leading a team and ensuring high customer service.
Responsibilities
- Communicate new City, Agency, and CityTime policies and procedures to staff
- Analyze current procedures for streamlining unit operations and develop quality assurance procedures
- Coordinate with the Director of Employee Services on day-to-day operations
- Provide high-level customer service to employees and investigate discrepancies
- Provide effective leadership and direction to team member(s) and direct reports
- Oversee all Timekeeping functions including policy review, staff time recording, and training development
- Administer all COVID leave requests and special leave of absence requests (FMLA, PFL, PPL, Worker's Compensation, Military)
- Manage staff inquiries and requests pertaining to commuter benefits, health benefits, leave of absence, workers' compensation, union benefits, and other employee benefits
- Oversee all Payroll functions, ensuring compliance with NYC payroll directives and policies
- Audit all activities leading to the production and distribution of bi-weekly payroll
Requirements
- Knowledge of City's standard operating procedures on time and leave, recurring increment payments, CityTime and payroll procedures
- Knowledge of applicable civil service laws, employment laws, and collective bargaining agreements
Qualifications
- A baccalaureate degree from an accredited college or equivalent
- 4 years of satisfactory, full-time progressively responsible clerical/administrative experience, with 18 months in an administrative, managerial, executive or supervisory capacity
