About This Role

The DHS Licensing Consultant 1 learns to perform child/adult care program evaluation, ensuring adherence to licensure regulations and quality indicators. This role involves investigating complaints, making recommendations for licensure, and supporting quality improvement under direct supervision.

Responsibilities

  • Conduct monitoring visits to providers to support compliance with rules and monitor quality, documenting findings and serving as a technical advisor.
  • Identify programs needing improvements and assist the assigned supervisor in coordinating activities with quality partners to facilitate the development and monitoring of improvement plans.
  • Utilize internal monitoring and quality assessment tools to document necessary program features for reporting needs and accurately score features within the tool.
  • Determine and evaluate solutions to potential barriers to licensure compliance and unique program needs, providing counseling to agencies for program and facility improvement.
  • Investigate complaints of alleged violations of licensure regulations, including potential cases of abuse, neglect, illegal actions, and illegal operators, conducting interviews to obtain relevant information.
  • Provide recommendations for actions against agencies based on monitoring and investigation results, and instruct programs in developing and continuously monitoring corrective action plans.
  • Advise on developmentally appropriate practices by providing innovative technical assistance and coordinating targeted technical assistance, mentoring, coaching, and training activities.
  • Establish and maintain partnerships with child/adult care providers and other internal/external partners to ensure correct application of regulations and support developmentally appropriate practices that promote educationally rich environments.

Requirements

  • Bachelor's degree or equivalent experience
  • 1 year of professional experience in child/adult care program evaluation, administration, or related human/social services
  • Ability to complete a criminal history disclosure form
  • Submission to a review of the Indicated Persons Registry of the Department of Children's Services
  • Agreement to release all criminal history records to the appointing authority
  • Submission of a fingerprint sample for a criminal history records check
  • Submission to a review of their status on the Department of Health's vulnerable persons registry
  • Possession of a valid driver's license

Qualifications

  • Bachelor's degree and one year of full-time professional experience in child/adult care program evaluation or administration, care of children/adults, professional education, professional human or social services, or para-professional experience assisting teachers or in child/adult care at a facility licensed or certified by a local, state, or federal government.
  • 1 year of full-time professional experience in child/adult care program evaluation or administration, care of children/adults, professional education, professional human or social services, or para-professional experience assisting teachers or in child/adult care at a licensed or certified facility.
