This position is a Correctional Records Coordinator responsible for interpreting complex state laws and policies, conducting in-depth research and analysis of criminal histories, and accurately processing expungements of offenders’ records. The coordinator ensures legal confinement and release of offenders, and maintains compliance with Maryland State's mandates and expungement laws.
Responsibilities
- Interpret court commitments and release orders for lawful confinement and expungement of criminal history case files and electronic records.
- Research various criminal justice information systems (Case Search, IJIS, CJCMS, CRIMS, JMS) to resolve issues regarding offender records.
- Authorize the release of incarcerated individuals, calculate sentences, and manage population movements and daily counts.
- Perform administrative, investigative, analytical, and technical duties related to Records information, data collection, and analysis.
- Analyze and interpret researched information to determine actions, document problem cases, and recommend expungement process improvements.
- Interpret Maryland Criminal Laws (federal, state, and local), COMAR Regulations, Justice Reinvestment Act (JRA) for confinement, releases, sentences, and expungement records.
- Calculate diminution of confinement records for sentenced individuals.
- Process expungement court orders of offenders’ criminal histories.
- Maintain offenders’ case files containing classification data, inmate conduct, confidential information, and legal documents.
- Provide daily customer service to departmental staff and the public by responding to requests for information.
- Prioritize and handle multiple tasks in a fast-paced environment.
- Assimilate, analyze, and disseminate information and data to appropriate agencies and parties.
- Use various automated systems and software programs (IJIS, METERS, JIS, NCIC, Excel, Microsoft Word) to formulate reports.
Requirements
- Two (2) years of experience in community-based correctional services or public services, such as law enforcement or related fields that deal with a variety of offenders
- One (1) year of experience in records management, including files/records reference, retrieval, and maintenance
- Completion of high school or High School Certificate of completion recognized in the State of Maryland
Qualifications
- Completion of high school or High School Certificate of completion recognized in the State of Maryland.
- Two (2) years of experience in community-based correctional services or public services, such as law enforcement or related fields that deal with a variety of offenders, one (1) year of which must have been in records management, including files/records reference, retrieval, and maintenance.
Nice to Have
- Understanding correctional practices, procedures, and workflow
- Experience conducting in-depth research, analyzing data, and generating reports
- Experience with or knowledge of Maryland criminal justice systems and judiciary procedures, rules, practices, and regulations
- Experience interpreting, reviewing, and entering data according to court and criminal justice policies, laws, and terminology
- Experience in operating computer terminals and using various law enforcement computer systems, including NCIC, METERS, IJIS, JIS, and E-Justice
- Experience communicating clearly, tactfully, and effectively with judges, other criminal justice stakeholders, and the public, providing quality customer service
- Experience handling and maintaining criminal records and/or confidential records and dealing with sensitive or difficult situations that require discretion and confidentiality
- Strong problem-solving skills in making sound, independent judgements/decisions
- Experience multitasking, adjusting to situations quickly, setting priorities, and handling pressure in a fast-paced environment; experience working within time constraints, meeting fixed deadlines, and using good organizational skills
- Strong oral/written communication skills
- Experience as a records clerk, legal secretary, court clerk, or reporter, working in a Correctional facility, or working in a government office or agency
