The ACE Investigator will generate and support investigations and civil actions related to fraud in areas such as healthcare, contracting, and grants, and abuse of federal funds. The role involves utilizing electronic databases, preparing detailed investigative reports for attorneys, and analyzing complex data.
Responsibilities
- Generate new investigations and continue ongoing investigations and civil actions involving fraud in healthcare, contracting, and grants, and abuse of federal public funds and programs
- Meet regularly with ACE attorneys and designated agency personnel to generate fraud investigations
- Perform ancillary investigations-related services in direct support of assigned fraud cases
- Utilize electronic databases (public, property, business, government) to identify documents, witnesses, and physical evidence
- Prepare progress reports for AUSAs and supervisory attorneys, including findings, conclusions, analyses, presentations, recommendations, and assessments of evidence
- Examine financial records such as books, ledgers, payrolls, cost reports, billing statements, invoices, and computer data pertinent to transactions under investigation
- Perform sophisticated analyses of large-scale hard-copy and electronic data (health care claims, financial transactions, accounting, bank records) to develop investigative leads
- Gather and analyze facts including witness statements, timelines, and scientific/technical data to advance investigative objectives
- Develop and analyze evidence, collecting information from primary and secondary sources, to clarify patterns, identify relevant information, and recommend approaches
- Assist ACE AUSAs with in-person and telephonic interviews, depositions, and sworn witness examinations
- Assist with preparation and service of subpoenas for documentary materials, interrogatory answers, or witness testimony
- Develop an understanding of applicable federal, state, or local laws to make sound decisions on investigation direction and scope
- Assist with determining efficacious methods for planning, scheduling, and conducting investigations and identify required resources
Requirements
- Extensive knowledge and skills in investigative techniques and fraud detection
- Ability to use MS Word, MS Excel, MS Outlook, MS Access, Adobe Acrobat Professional
- Ability to review and understand legal and non-legal documents, including Motions and Briefs
- Ability to think independently and develop investigative strategies
- Professional and effective communication and interaction skills with all staff levels
- Ability to meet established deadlines and work as a team player
Qualifications
- Experienced
Nice to Have
- Experience with document review/management platforms such as Relativity
- Experience analyzing spreadsheets of claims data
- Experience utilizing docketing software
