This position assists in managing and administering federal, state, and local funded programs like CDBG, HOME, and SHIP within the Housing & Community Development Division. The role involves developing strategy and policy, ensuring compliance with funding requirements, and maximizing funds to address community housing and development needs.
Responsibilities
- Coordinate activities associated with program activities and projects
- Prepare grantee performance reports for federal, state, local and other related entities
- Prepare and maintain administrative records and files; audit compliance with program regulations
- Administer the Integrated Disbursement and Information System (IDIS), SHIP Program tracking reports and other related reports
- Analyze and interpret federal, state, local and other regulations and make program recommendations to management
- Prepare applications for housing and community development program activities
- Assist in the development of new housing programs and modifications of existing programs
- Provide on-going financial analysis for management review in light of budget control, regulations, policies and strategies
- Analyze financial reports related to programs, compose correspondence, memos and reports independently and research a variety of regulatory policies and procedures for program compliance and special or periodic reports
- Prepare and administer contractual agreements
- Assist in the development and implementation of goals, objectives, policies and priorities
- Ensure program compliance with federal, state, local and other related regulations
- Assist in the monitoring of outside agencies to ensure contract compliance
- Assist in the preparation and monitoring of departmental budgets and division workplans; provide budget recommendations
- Provide assistance to other City departments and technical assistance to outside agencies on the implementation of programs and projects in compliance with federal regulations
- Review requests for payments and monitor compliance with grant/loan terms and conditions
- Provide staff support to the Citizens Advisory Committee for Community Development, SHIP Affordable Housing Advisory Committee and/or other appointed boards
- Make presentations at public meetings to City Commission, advisory boards, other organizations and the general public
- Promote City’s programs to target groups and the general public
- Supervise, plan and coordinate work of subordinates
Requirements
- Graduation from an accredited four year college or university with major course work in business or public administration, or a related field
- 3 years experience in federal, state or local government in housing, community development, and/or neighborhood revitalization
- 2 years responsible supervisory experience
Qualifications
- Graduation from an accredited four year college or university with major course work in business or public administration, or a related field
- Three years experience in work involving federal, state or local government experience in planning, developing and implementing housing, community development and/or neighborhood revitalization, including two years responsible supervisory experience; or an equivalent combination of education and experience
Nice to Have
- Thorough knowledge and understanding of federal, state, local and other housing and community development programs
- Thorough knowledge of administrative and financial management of federal, state, local and other grant programs
- Strong managerial skills
- Ability to provide excellent customer service, conflict resolution and problem solving
- Highly organized and detail oriented
- Ability to manage multiple priorities
- Experience working with advisory committees and providing training/technical assistance to community-based organizations
- Knowledge of and demonstrated commitment to the housing and nonprofit community
- Strong communication skills in writing, public speaking and personal communication
