Senior Federal Proposal Writer / Project Manager - Oracle Health Optimization

About This Role

Manage and write Oracle plans to address new Federal client requirements for Oracle Health Government Services. This role involves strong proposal drafting skills, client interaction, and collaboration with architecture teams and stakeholders to provide optimized design or existing product selection.

Responsibilities

• Draft, propose, and defend Project Plan documentation from inception to execution
• Effectively communicate proposals to internal and external stakeholders to obtain client sign off and agreement
• Scope technical requirements, including government proposals
• Understand government requirements and translate them into an executable scope
• Develop a project plan to include milestones
• Identify level of effort needed to support work
• Receive external requirements and transform into an internal intake submission ticket
• Coordinate internal and external meetings for collaboration on drafting proposals
• Attend weekly status meetings and report on current activities, issues, blockers
• Coordinate with Technical Intake Lead and Optimization Project Manager on proposals

Requirements

• 5+ years of relevant experience
• Experience developing project plans for technical requirements
• Effective communication skills and ability to build rapport with cross-functional teams and clients
• Ability to obtain appropriate government security clearance
• U.S. Citizenship

Qualifications

• Bachelor's Degree or equivalent relevant work experience
• 5 years of experience relevant to this position, including developing project plans for technical requirements.

Nice to Have

• Experience in project management in the Health Care or Information Technology fields
• Experience in Government Contracting or Government Proposal Writing
