The Revenue Manager oversees all revenue activities for the City of Littleton, including sales tax, use tax, and utility billing, aligning them with the city's financial policies and long-term goals. This role involves leading and developing a finance team, driving continuous process improvement, and contributing to the implementation of new utility billing software.
Responsibilities
- Manage and evaluate the daily functions, operations, and activities of the revenue division.
- Support the Finance Director in developing, implementing, and aligning departmental and city financial goals.
- Participate in the formulation and implementation of the city’s financial policies.
- Lead the development and implementation of new accounting techniques and systems and modify existing methods for continuous process improvement.
- Direct staff responsible for all revenue functions, including sales/use tax program and utility billing, ensuring timely, efficient, and accurate processing and reporting.
- Manage the city’s sales/use tax program and utility billing functions, including data maintenance, validation, and analysis.
- Oversee and conduct sales/use tax collection and audits, ensuring timely collection of all monies due.
- Oversee business and sales/use tax licensing program and other required licensing.
- Prepare, review, and approve journal entries, and supervise or conduct reconciliation of general ledger accounts.
- Ensure compliance with federal, state, and local laws and accounting standards, and assist with annual audits and financial reporting.
- Develop and hold staff accountable for service level agreements (SLAs) for key transactional processes, fostering proactive engagement and customer service.
- Select, train, evaluate, and manage the performance of employees, providing guidance and fostering growth and development.
Requirements
- Bachelor’s degree in accounting or closely related field
- 3+ years governmental accounting experience
- 1+ year supervisory or team lead experience
- Knowledge of principles and practices of accounting, GAAP, and GASB
- Knowledge of statutes and regulations pertaining to municipal accounting
- Ability to pass a pre-employment criminal background check
Qualifications
- Bachelor’s degree in accounting, or a closely related field
- Three (3) years of progressively responsible governmental accounting experience with at least one (1) year of supervisory or team lead experience; or an equivalent combination of education, training and work experience.
