The Regional Disaster Officer oversees the implementation of volunteer-led disaster cycle services programs throughout the region, ensuring communities are prepared to respond to disasters. This role involves leading a diverse team of employees and volunteers to deliver rapid, accessible, and equitable disaster services to clients.
Responsibilities
- Direct an employee and diverse volunteer team responsible for the implementation of volunteer-led disaster services programming throughout the region
- Ensure disaster services are delivered in a rapid, accessible, and equitable manner, both culturally and linguistically, to meet the urgent, disaster-caused needs of clients
- Oversee the successful implementation of the entire disaster cycle services program in alignment with Fundamental Principles and established program standards
- Champion and drive the development of regional Disaster Leadership Volunteers to meet specific responsibilities in disaster readiness, preparedness, response, and recovery
- Lead regional efforts to prepare and mobilize communities and engage partners to prepare for, respond to, and recover from disasters and emergencies
- Build relationships and collaborate in the matrix management environment with internal partners, including employees and volunteers
- Act as the regional disaster leader and Red Cross disaster subject matter expert
- Initiate, scale, coordinate and manage disaster relief operations in the region in alignment with the Disaster Cycle Services Concept of Operations
Requirements
- Excellent interpersonal, verbal, and written communication skills
- Demonstrated analytical and decision-making skills to interpret program trends, results, formulate recommendations, and develop creative processes for continuous program or service improvements
- Proven record of accomplishment of collaboration with diverse groups and individuals representative of all the demographics of this community, managing multiple priorities, facilitation, problem solving, marketing, leadership, and partnership management
- Intermediate level proficiency with Microsoft Office software, including Word, Excel, PowerPoint, and Outlook
- Ability to work outside of regular duty hours including nights and weekends
- Ability to meet all training and physical capacity requirements for deployment
Qualifications
- Bachelor's degree or equivalent combination of education and related experience
- Minimum 7 years of related experience, with 5 years of management experience of paid or volunteer workforce
Nice to Have
- Demonstrated experience collaborating effectively across multiple teams and functions
- Demonstrated experience handling competing priorities within a complex matrix environment
- Strong leadership capabilities, particularly in influencing decision‑making, building consensus, and motivating diverse groups
- Prior experience establishing hyper‑local partnerships specifically within LA County
- Experience in emergency response (paid or unpaid)
