Serve as a Purchasing Agent I within the Division of Fiscal Management, facilitating the procurement of goods and services for various departments within the Finance and Administration Cabinet of the Commonwealth of Kentucky.
Responsibilities
- Create personal service contracts and memorandums of agreements for FAC agencies, overseeing them through the procurement process
- Define and write contractual terms and conditions in collaboration with agencies
- Determine and execute the location and method of purchasing goods and services for FAC
- Issue and manage Requests for Proposals (RFP), Requests for Information (RFI), and other Requisition documents (RQS)
- Oversee the bidding and evaluation process through the award of the contract/purchase order
- Serve as lead on the evaluation team
- Train and approve work of other purchasing officers
- Monitor all procurement activities to ensure compliance with KRS45A and federal and state procurement laws
- Develop and present training to agency staff and provide oversight and technical assistance to purchasing officers
Requirements
- Bachelor's degree or equivalent experience
- 4 years of purchasing experience
- Strong written and verbal communication skills
- Procurement background
- Organizational skills
- Creative thinking and problem solving
- Ability to work under pressure and multi-task
- Experience in Microsoft Office
- Experience in eMars
- Ability to grasp new concepts quickly and efficiently
- Attention to detail
Qualifications
- Bachelor's degree
- Four years of purchasing experience
