Programmer Analyst III

About This Role

This role involves leading a team of programmer/analysts on large projects, focusing on the planning, administration, operation, programming, and evaluation of new and existing systems for City of Dallas client departments.

Responsibilities

• Provide application-layer technical subject matter expertise and support for assigned applications
• Coordinate with IT Service Delivery Teams for incident, service request, problem, change, and release management
• Monitor and respond to IT Service Management queues related to assigned applications
• Write, modify, and administer software applications, programs, and documentation in Admin-Runbooks
• Collaborate with business department subject matter experts to document operational business processes and data requests
• Evaluate and enhance systems and programs to ensure support of documented business practices and maximize processing efficiency
• Perform application-oriented performance, smoke, regression, and end-to-end testing
• Assist in evaluations and planning of software and hardware purchases; prepare cost analysis
• Review coding and development by vendor, peer, and programmer analysts for accuracy and efficiency
• Compile complex ad-hoc reports for client departments and participate in special projects

Requirements

• Bachelor's degree or higher in engineering, math, computer science, Business Technology, or Information Technology related fields
• 4+ years’ experience in Object-Oriented Programming and/or relational database (JAVA, MS SQL, SQL Server, Oracle PC SQL, Python, UML Framework solutions and C+ or C++ within Applications)
• Thorough knowledge of multiple programming languages, database methodologies/platforms
• Thorough knowledge of current Client, Server, Web, Database, Security/Compliance and IT Service Management technologies, systems, software, and integration standards/techniques
• Familiarity with physical platforms, virtual platforms, Software as a Service hosted platforms, Amazon Cloud, Microsoft Azure
• Familiarity with waterfall, agile and other project methodologies
• Knowledge of .NET, Object-Oriented Programming, SQL
• Ability to write advanced SQL Queries, Stored Procedures
• Knowledge and understanding of Scripting Languages such as VBScript
• Working knowledge of ITSM/ITIL methodologies
• Ability to participate in 24x7 support coverage

Qualifications

• Bachelor's degree or higher in engineering, math, computer science, Business Technology, or Information Technology related fields
• Four (4) years’ experience in Object-Oriented Programming and/or relational database (JAVA, MS SQL, SQL Server, Oracle PC SQL, Python, UML Framework solutions and C+ or C++ within Applications), to maintain and improve application performance.

Nice to Have

• Experience with online analytical processing and data mining as a lead programmer, project leader or supervisor
