About This Role

Lead and direct all countywide HR operations for Kootenai County, providing strategic vision and hands-on leadership to shape a high-performing, compliant, and service-oriented workforce. This role collaborates with County leadership and elected officials to deliver modern HR programs.

Responsibilities

  • Provide strategic leadership for all countywide HR functions, policies, and practices
  • Oversee HR operations, including budgets for health insurance, risk management, and compliance
  • Build strong collaborative relationships with officials, department heads, employees, and external partners
  • Manage job classification, compensation structures, and pay practices
  • Administer benefits, wellness programs, and cost-effective plan negotiations
  • Serve as the county ADA Coordinator, overseeing accommodations, training, and accessibility initiatives
  • Ensure compliance with federal, state, and local employment laws and advise leadership on HR and legal matters
  • Lead recruitment, hiring, onboarding, succession planning, and staffing strategies
  • Advise on employee relations, investigations, discipline, and terminations
  • Direct risk management, safety programs, insurance, and claims administration
  • Manage leaves, workers’ compensation, unemployment, and workplace compliance programs
  • Analyze workforce and claims data to implement proactive HR solutions
  • Develop and deliver leadership development and HR training programs
  • Oversee performance evaluations, EEO compliance, and accurate personnel recordkeeping

Requirements

  • Bachelor’s degree in human resources, Business Management, or a related field
  • Five (5) or more years of experience managing an HR department
  • Strong working knowledge of employment law, benefits administration, compensation, employee relations, and compliance
  • Proven ability to lead teams, resolve conflict, and handle sensitive matters with discretion
  • Solid understanding of federal and state employment practices
  • Ability to always maintain confidentiality

Qualifications

  • Bachelor’s degree in human resources, Business Management, or a related field
  • Five (5) or more years of experience managing an HR department

Nice to Have

  • Public sector experience
  • PHR, SPHR, SHRM-CP, or PSHRA certification
