About This Role

This role is a full journey-level Human Resources Analyst position, where the employee will conduct classification and salary studies, administer salary and benefit projects, and assist with employee and labor relations for a state client. Responsibilities also include planning and administering recruitment and selection activities and managing training and organizational development.

Responsibilities

  • Perform the full range of recruitment and selection duties, including application screening and examination preparation
  • Develop new recruitment advertising and public relations/outreach techniques to attract talent
  • Participate in the development, execution, and analysis of compensation, classification, and benefits studies and surveys
  • Assist in the analysis and administration of benefit programs for current employees and retirees
  • Plan, research, and complete personnel-related projects, coordinating programs like new employee orientation and internships
  • Counsel and advise employees, supervisors, department heads, and the public on HR policies and procedures
  • Assist with the investigation and resolution of employee relations issues and organizational development matters
  • Write class specifications and essential functions of positions
  • Perform administrative support duties and assist in the interpretation and application of human resources rules, policies, and legislation
  • Conduct preparatory research for labor negotiations

Requirements

  • One year of experience performing duties comparable to those of a Human Resources Analyst
  • Bachelor's degree in public administration, business administration, human resources, or a related field
  • Knowledge of principles, methods, and techniques of public human resources administration (e.g., classification, benefits, recruitment, compensation)
  • Knowledge of applicable Federal, State, and local laws and regulations
  • Possession of a valid California Driver License

Qualifications

  • Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, human resources, or a related field
  • One year of experience performing duties comparable to those of a Human Resources Analyst II
