About This Role

Oversee the Payroll Office operations for the NYC Department of Health and Mental Hygiene, ensuring accurate employee compensation, compliance with all relevant directives, and leading payroll processing activities and system management.

Responsibilities

  • Oversee the operations of the Payroll Office, ensuring accurate employee compensation and proper leave accruals and additions to Gross (ATG)
  • Ensure compliance with directives, policies, procedures, and labor laws from oversight agencies (NYC Office of Payroll Administration, Office of the Comptroller, and Office of Labor Relations)
  • Oversee agency timekeeping functions for all employees and monitor overtime for citywide and departmental policy compliance
  • Review, analyze, and implement collective bargaining agreements for all agency employees
  • Supervise the audit of all payroll processing activities to ensure data accuracy and integrity
  • Critically review and analyze current payroll procedures to recommend and implement best-practice changes
  • Provide effective leadership, direction, and support to team members and direct reports through regular meetings and staff development
  • Manage payroll systems including PMS, CityTime, NYCAPS, and OTS that handle employee salary and benefit operations
  • Partner with Human Resources and the Division of Information Technology to streamline payroll-related systems and processes
  • Lead and respond to internal and external audits conducted by federal, state, and city agencies regarding payroll matters
  • Maintain and update payroll policies and procedures and conduct training as needed/required
  • Serve as a key member of the agency's emergency management team and continuity of operations activities
  • Represent the agency at inter-governmental and City forums

Requirements

  • Master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
  • A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described, including the 18 months of executive, managerial, administrative, or supervisory experience.
  • An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described, including the 18 months of executive, managerial, administrative, or supervisory experience.
  • A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described, including the 18 months of executive, managerial, administrative, or supervisory experience.
  • Minimum 18 months of executive, managerial, administrative, or supervisory experience for all education levels.
  • Open to DOHMH candidates who are permanent in the civil service title of Administrative Staff Analyst

Qualifications

  • Master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school
  • 2+ years of satisfactory full-time professional experience in relevant fields for Master's degree holders, with 18 months in an executive, managerial, administrative, or supervisory capacity.

Nice to Have

  • Advanced working knowledge of the NYC Payroll Management System, CityTime, NYCAPS, and CHRMS
  • 5+ years in NYC government finance, payroll, or operations
  • Strong organizational, leadership, interpersonal, and communication skills
  • Knowledge of and ability to interpret city-wide policies and procedures issued by the NYC Office of Payroll Administration, Department of Citywide Administrative Services, Office of Labor Relations, and Office of the Comptroller
  • Knowledge of and ability to interpret the Citywide Agreement, the Collective Bargaining agreements for DC37, OSA, Local 1180, and Managerial and Original Jurisdiction employees
  • Knowledge of public sector accounting principles, procedures, and systems
