About This Role

This Captain position oversees, administers, controls, and manages security activities for the Douglas County Department of Corrections, ensuring compliance with laws, jail standards, and correctional practices. The role involves supervising staff, managing operations, and ensuring inmate welfare.

Responsibilities

  • Ensure inmates’ constitutional rights and process inmate grievances/complaints
  • Supervise, direct, and control staff activities including scheduling, training, and evaluations
  • Establish and maintain effective work relationships with various stakeholders
  • Comply and ensure staff compliance with policies, regulations, and laws
  • Encourage a culture of staff wellness, teamwork, accountability, and support
  • Oversee implementation of accreditation standards
  • Develop, oversee, and direct implementation of pre-service and in-service training programs
  • Oversee and monitor inmate health and welfare
  • Investigate medical grievances, review incident reports, and monitor for resolution
  • Research legal changes, recommend policy modifications, oversee compliance initiatives, and advise the Director of violations
  • Resolve procedural questions, interpret policies, and confer with Director in unusual cases
  • Identify resource needs and recommend resolution
  • Facilitate collaboration, communication, and innovation
  • Participate and/or lead crisis situation debrief
  • Manage and oversee contract compliance and participate in the request for proposal process (RFP)
  • Oversee and monitor volunteer implementation
  • Analyze staffing patterns and actively mitigate overtime to reduce budget expenditures
  • Prepare and oversee assigned annual budget and associated expenditures
  • Develop and support strategic goals
  • Ensure policies and documents are reviewed, updated and approved annually, implementing changes
  • Conduct facility inspections ensuring cleanliness and building condition
  • Maintain job knowledge utilizing skills (e.g. research, meetings, webinars, seminars, conferences, continuing education)
  • Appear in court and testify as an expert witness
  • Safely operate a motor vehicle when traveling on County business
  • Report to work at assigned location with regular, consistent attendance

Requirements

  • Bachelor’s degree in Criminal Justice, Law Enforcement, Behavioral or Social Sciences, Business Administration, or Public Administration (or equivalent experience)
  • 5+ years of management experience in a correctional facility
  • Valid driver’s license

Qualifications

  • Bachelor’s degree from an accredited university or college in Criminal Justice, Law Enforcement, Behavioral or Social Sciences, Business Administration, or Public Administration or equivalent
  • Five (5) years of management experience in a correctional facility
