About This Role

Administer programs and projects, develop policies, and liaise with various departments, agencies, and the public for the Douglas County Assessor/Register of Deeds. Provide technical and legal expertise relating to state and local tax programs.

Responsibilities

  • Confer with the Assessor/Register of Deeds to manage operations and assist in organizing and directing work efforts
  • Establish and maintain effective work relationships with clients, supervisors, county employees, and other agencies
  • Ensure compliance with Civil Service Rules, collective bargaining agreements, County policies, and department policies
  • Execute and oversee legislative requirements for tax and bond programs
  • Assist with formulating short- and long-range goals, planning, and communication to staff
  • Establish procedures and technologies based on local conditions and statutory requirements
  • Assist with and present before County Board, legislative bodies, or civic groups
  • Serve as County subject matter expert on state constitutional provisions, statutes, administrative regulations, and court decisions
  • Assist in the receipt, review, and processing of homestead applications and personal property tax returns
  • Advise personal property staff on changes in state law and review trust documents
  • Oversee the permissive property tax exemption process, including reviewing applications and advising staff on state law
  • Manage, review, and determine County property taxability and issue notices of intent to tax
  • Assist staff, government officials, and the public in understanding tax programs and application processes
  • Issue technical and legal updates on changes to taxability based on legislation or court decisions
  • Assist County Attorneys in preparing for litigation
  • Explain assessed values to property owners and defend appealed assessments at public hearings
  • Perform technical reviews of proposed/passed legislation, administrative regulations, and court cases
  • Research, collect data, analyze, and prepare legislative fiscal notes, reports, and responses to requests for information
  • Manage preparation of County Board of Equalization packets
  • Safely operate a motor vehicle for County business

Requirements

  • Bachelor’s degree in public administration, business administration or closely related field
  • Valid driver’s license
  • Completion of a pre-employment criminal record check and conditional offer drug screen

Qualifications

  • Bachelor’s degree from an accredited college or university in public administration, business administration or closely related field
  • 7+ years of working with Nebraska tax programs, including laws pertaining to property tax assessments, collections, and distributions, with 5 years of supervisory experience preferred.

  • 7+ years of experience with Nebraska tax programs (property tax assessments, collections, distributions)
