The ASD/FESD Division Budget Lead serves as a staff budget specialist and lead for the Administrative Services Division and Finance and Executive Services Division, handling sensitive and complex fiscal and budget-related projects. This role provides direct support to major program activities, focusing on developing, coordinating, and monitoring Personal Services budgets and expenditures.
Responsibilities
- Serve as staff budget specialist/lead for ASD and FESD budget staff
- Handle sensitive, critical, and complex fiscal and budget related projects and issues
- Provide direct support to the department’s major program activities and operational functions
- Work closely with ASD and FESD budget analysts
- Assist in developing, coordinating, and monitoring Personal Services budgets and expenditures
- Manage multiple assignments simultaneously while handling various scopes, expectations, and deliverables
- Lead analysts in the team to designate and follow up assignments under short time frames
- Manage and shift priorities and/or workloads to meet quick turnaround time frames
Nice to Have
- Effective written and verbal communication skills
- Highly experienced and proficient in Microsoft Excel, Word, PowerPoint, and SharePoint
- Excellent customer service skills and ability to resolve customer issues effectively and efficiently
- Experience in accounting and/or Financial services
- Knowledge of Franchise Tax Board (FTB)’s organization, budgeted programs, and operations
- Experience and knowledge of creating budgets or spending plans
- Knowledge of and experience with the interrelationships between FTB Divisions and their business processes and program activities
- Knowledge of FTB's Budget and Governance process
- Knowledge of FI$CAL or other related systems
- Experience with Position Control, Payroll, Other Personnel Systems
- Works well in a team environment
- Ability to use quantitative skills and analyze data to prepare reports, tables, and charts that present results of analysis independently
- Ability to analyze information and draw sound conclusions
- Ability to be positive, self-motivated, enthusiastic, and flexible
- Ability to work independently with minimal guidance and in a team environment
- Ability to demonstrate strong initiative, exercise tact and good judgment, and maintain a high degree of confidentiality in performing tasks
- Ability to develop and present ideas, financial reports, and business and financial information clearly and effectively to a small or large audience with little guidance
- Strong interpersonal and decision-making skills
- Strong organizational skills including the ability to multi-task, attention to detail, accuracy, and adapt to changing priorities
- Experience working on projects and/or Enterprise Teams and facilitating team meetings
