Lead and integrate enterprise systems engineering efforts for NGA, focusing on architecture, requirements, and mission capabilities across various government organizations. Drive digital engineering adoption and mentor junior engineers.
Responsibilities
- Lead cross-PEO and Mission Partner integration efforts, synchronizing architecture, requirements, and interfaces.
- Develop and lead GEOINT Mission Use Cases, conducting interviews, identifying capability gaps, and developing architecture artifacts.
- Create integrated project plans, CONOPS, target architectures, and roadmaps.
- Perform AoAs, COAs, and trade studies to inform system investment decisions.
- Build strong relationships across government organizations and lead integrated project teams.
- Drive adoption of agile practices and digital engineering processes to streamline GEOINT mission delivery.
- Participate in governance, configuration, and risk management processes.
- Mentor and oversee contractor engineers at all levels.
Requirements
- TS/SCI with CI Polygraph
- Master's degree in Systems Engineering or related STEM field OR equivalent Expert level experience
- 18 years of working experience in government or industry in relevant work areas (e.g., DoD/IC Acquisition Process, Requirements Process, PPBES Process, system engineering of large complex System of Systems)
- Experience with and strong understanding of systems engineering lifecycle
- Expert-level knowledge of the GEOINT TCPED cycle and familiarity with systems/services that comprise TCPED
- Expert-level knowledge with NGA and its Mission Partners
- Expert-level knowledge with GEOINT data and providers
- Deep knowledge of the GEOINT Enterprise Architecture and TCPED cycle
- Strong Systems Engineering and Integration expertise
- Experience capturing mission needs and translating them into technical solutions
- Familiarity with digital engineering tools, agile practices, and enterprise systems
- Leadership in complex, cross-functional environments
Qualifications
- Master’s degree in Systems Engineering or in related technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program, or equivalent Expert level experience as a Systems Engineer.
- 18 years of working experience in government or industry in relevant work areas, including: DoD/IC Acquisition Process, Requirements Process, PPBES Process or system engineering of large complex System of Systems or Service Oriented Architecture/Cloud environments. Documented Expert-level work experience and demonstrated knowledge.
Nice to Have
- Hands-on experience working with Operational Users and developing Mission Use Cases
- Strong GEOINT Mission knowledge, through previous engineering roles and/or former Mission Operations experience
- Expert-level experience managing complex system-of-system engineering and integration projects and leading cross-organization project teams
- Expert-level experience leading complex cross-Organization engineering assessments, studies, and Analysis of Alternatives (AoAs)
- Technical expertise in modernization initiatives and implementation within the GEOINT enterprise (e.g., Artificial Intelligence, Tactical Edge, Multiple-Cloud)
- Hands-on experience with Jira and Confluence
- Familiarity with Digital Engineering processes and tools
- Training and certification in Scaled Agile Framework (SAFe), with hands-on adoption and implementation
