The Senior Staff Counsel for Transactions and Investments provides essential legal advice to LACERA staff and manages commercial contracting needs for various boards and divisions. This role involves drafting, reviewing, and negotiating a wide range of commercial and investment agreements, and offering guidance on risk management.
Responsibilities
- Provide LACERA staff with practical legal advice relating to contract terms, RFPs, policies and procedures, and commercial transactions.
- Review, draft, and negotiate documentation for commercial transactions, including IT, HR, and service agreements.
- Hire and supervise internal staff assigned to commercial transactions.
- Provide advice regarding risk management, including identifying, assessing, and mitigating legal risks.
- Draft memos, policies, and procedures for the Board of Retirement related to compliance, risk assessment, data security, and vendor management.
- Present to the Board of Retirement and Investments as necessary.
- Collaborate with cross-functional teams such as IT, Administrative Services, and Human Resources.
- Develop, review, and maintain legal templates for agreements, procurement, and contracting processes.
- Provide training to staff regarding commercial contracting terms and processes.
- Respond to Public Records Act requests from the public.
Requirements
- Four years' experience in the practice of contract law; OR one year of experience as Staff Counsel, LACERA.
- Admission to practice law in all courts of California
Qualifications
- Four years' experience in the practice of contract law, or one year of experience as Staff Counsel, LACERA.

- Demonstrated first-hand experience independently drafting, reviewing, and negotiating agreements for commercial and investment transactions.
- Experience providing advice on risk management.
- Experience providing training to senior leadership and staff on contracting strategies.
- Experience drafting memos, policies, and procedures and presenting to senior leadership and board members.
- Experience collaborating with cross-functional teams.
- Experience drafting, reviewing, and negotiating documentation for various investment transactions, including private equity, hedge funds, and real estate.
