Senior Director Public Policy & Regulatory Affairs

About This Role

Lead and manage Medica's public policy agenda and related business interests across its service area, developing responses to legislation and regulations, advancing policy solutions, and advising business partners on implementation.

Responsibilities

• Proactively manage Medica’s State and Federal Policy and Regulatory Goals
• Develop Medica’s public policy agenda and position the team as a thought leader on emerging legislative and regulatory issues
• Lead engagement with Medica's senior leadership and internal partners by serving as a strategic business advisor
• Create solutions for policymakers and Medica's business goals, bridging the gap between a challenging policy environment and business objectives
• Lead Medica's state and federal regulatory advocacy by drafting formal responses to agency rulemaking and building relationships
• Establish and maintain executive-level relationships with regulatory agencies, influential trade associations, and other partners to shape healthcare policy
• Serve as a policy expert who translates complex policy issues into legal action by drafting legislation and amendments
• Guide the government relations team in addressing priorities while enhancing team influence and promoting consistency
• Anticipate stakeholder concerns and proactively adapt messaging and negotiation strategies that mitigate business risk
• Provide strategic direction to align the organization on the impact of legislation and regulation by translating change into business rules
• Work closely with Medica's attorneys, operations teams and the Compliance Department on intake, analysis, dissemination, and implementation of policy and regulatory change
• Manage Medica's ongoing tracking and documentation of health care reform regulations and sub-regulatory guidance
• Help oversee enterprise-wide compliance strategy for legislative and regulatory changes, ensuring timely implementation and risk mitigation
• Support ongoing management and monitoring of regulatory developments and business impacts, leading policy solutioning to clarify gaps and reduce regulatory risk
• Support audits and regulatory reviews, ensuring transparency and accountability
• Assist the VP of Public Affairs and Medica's government relations team with summaries, PowerPoints, and other supporting policy materials
• Serve as an internal thought leader to Medica's Sr leadership, Communications Team, and other external facing functions by supporting participation in key stakeholder meetings

Requirements

• Bachelor's degree or equivalent experience in related field
• 10+ years of work experience beyond degree
• 5+ years in a leadership position
• 5+ years of health insurance industry experience
• Thorough understanding of legislative process and health care policy issues
• Experience in the health care field
• Proven leadership experience managing teams and external consultants
• Exceptional communication and people skills, with the ability to influence and build consensus
• Demonstrated ability to navigate dynamic political landscapes and deliver results
• Experience working with regulatory bodies, and policymakers

Qualifications

• Bachelor's degree or equivalent experience in related field; advanced degree or law degree preferred
• 10+ years of work experience beyond degree, 5+ years in a leadership position, 5+ years of health insurance industry experience
