This role involves providing in-depth legal advice and representation to the Board of Supervisors and County departments on complex healthcare transactional and litigation matters. The Senior Deputy County Counsel will act as a principal legal advisor, resolving difficult legal questions and potentially supervising subordinate attorneys.
Responsibilities
- Provides in-depth legal advice to the Board of Supervisors and County departments on transactional and litigation matters, specifically related to healthcare.
- Acts as legal advisor to County departments and participates in the resolution of difficult legal questions regarding powers, procedures and operations.
- Provides analysis and advice to the Board of Supervisors and County departments on Federal and state healthcare laws.
- Manages and supervises litigation involving health and mental healthcare.
- May supervise subordinate attorneys.
Requirements
- 5 years experience in public agency law or civil healthcare law
- Knowledge of laws and regulations relating to healthcare providers
- Knowledge of False Claims Act
- Knowledge of Anti-Kickback Statute
- Knowledge of consent and confidentiality of medical information
- Knowledge of Health Insurance Portability and Accountability Act (HIPAA)
- Knowledge of Public Health Services Act
- Knowledge of medical staff issues
- Knowledge of health facility licensing
- Knowledge of healthcare organization certification and accreditation
- Knowledge of managed care and the Knox-Keene Act
- Experience with medical malpractice litigation
- Ability to appear in federal and state court, and administrative hearings
Qualifications
- Five (5) years of experience in the practice of public agency law, or civil law in the areas of healthcare law.
Nice to Have
- Knowledge of and experience with contracting, including drafting and/or review and analysis of solicitations, bids, contracts and amendments for health facility staffing, services, equipment and supplies
