Provide expert advice and direction on acquisition planning, contractual strategy, and program execution for construction, architect engineering, supplies, and services within the US Army Corps of Engineers. This role ensures compliant and consistent interpretation of acquisition policies and procedures, along with training contracting personnel.
Responsibilities
- Provide direction and advice to District elements, Branch Chiefs, and the Chief of Contracting in areas of acquisition planning, contractual strategy, and execution of acquisition programs for Construction, Architect Engineering, Supplies & Services.
- Review management decisions affecting implementation and changes in policies, procedures, and methodology, to assure intended and consistent interpretation and compliance by the District.
- Analyze and evaluate cost and financial data contained in various types of proposed contracts for all types of contracts.
- Conduct training of contracting personnel to improve acquisition practices.
- Publish informational material to inform, clarify, and explain regulatory and policy changes, and to note recurring errors observed during contract review.
- Resolve acquisition compliance problems and develop path forward for corrective action.
- Determine trends for identification of training requirements and make recommendations for such to the Chief of Contracting.
