The Preconstruction Manager will be responsible for leading all preconstruction activities for large water and wastewater projects, including developing budgets, performing value engineering, managing schedules, and overseeing the subcontractor bidding process. This role coordinates with project directors and lead estimators to ensure successful project initiation and delivery.
Responsibilities
- Lead the Preconstruction phase effort and coordinate with the Project Director and Lead Estimator.
- Develop and/or manage the development of detailed estimates from conceptual to final design.
- Participate in design review meetings, leading and directing the design team during Pre-Construction, and monitoring scope, cost, and constructability.
- Lead the pricing strategy effort and ensure the proposal team is clear on strategy and expectations.
- Manage cost tracking during Preconstruction and lead and coordinate the Preconstruction Team.
- Develop bid packages, manage subcontractor/vendor participation, bid level, and evaluate market pricing.
- Build and maintain subcontractor and vendor relationships.
- Review proposal milestone dates with the pricing team, track individual progress, and ensure timeliness of estimate completion.
- Lead estimate, constructability, and value engineering reviews.
- Train Preconstruction personnel and manage support staff.
- Present information to the client as needed and participate in proposal interviews and presentations.
- Maintain historical pricing information and assist with the development of the construction schedule.
- Participate in developing responses to Requests for Proposals (RFP) or Requests for Qualifications (RFQ) submissions.
- Support other department personnel as required.
Requirements
- 7+ years of estimating experience
- Water & Wastewater Construction experience
- Experience in estimating, scheduling, budget/cost control, field supervision, financial reporting, client relationship, computer skills, interpersonal skills
- Excellent written and verbal communication skills
- Strong organizational and leadership skills
- Demonstrated success in managing construction projects/phases
- Ability to train others and monitor their work for quality and completeness
- Knowledge of industry-standard bid practice, with design-build & CMAR delivery methods
Qualifications
- Bachelor of Science Degree in accredited construction-related curriculum, such as Civil Engineering, Construction Management, or equivalent
- 7 years of estimating experience with a preferred concentration in water/wastewater construction
