The Personal Property Appraiser I performs annual listing and assessing of all personal property in Guilford County. This role involves processing and maintaining records, educating the public on tax laws, and ensuring compliance with applicable statutes.
Responsibilities
- Discuss tax bills and educate the public on applicable laws and guidelines per NC General Statutes via face-to-face contact, phone, and email.
- Research tax information for taxpayers.
- Review and process documentation to ensure proper valuation, situs, and calculation of applicable taxes on various tax systems.
- Process discoveries, manual bills, county changes, and exceptions in personal property work queues related to registered motor vehicles and personal property.
- Process payments made with cash, check or credit card for property taxes, accounts receivable, business licenses and parking tickets.
- Review listing forms for changes from January to June annually per NC General Statutes.
- Assist with answering questions regarding elderly/disabled, veterans and circuit breaker exemption requests.
- Assist with data corrections for situs and taxable county determination for personal property.
- Review GIS Data viewer and canvass County for unlisted personal property.
Requirements
- High School Diploma or GED
- 1 year of office support or personal property assessment experience
- Considerable knowledge of office policies and procedures
- Considerable knowledge of NC Machinery Act and NC General Statutes pertaining to personal property listing and assessing
- Skill in utilization of computer and software including NCVTS, NCPTS, STARS, Denali, Microsoft Office, Microsoft Word, and Alvin
- Ability to obtain Level 1 certification in Personal Property from the NC Department of Revenue within two years of employment
Qualifications
- High School Diploma or GED
- One year of office support experience or one year of experience in personal property assessment.
Nice to Have
- Knowledge of office accounting practices and policies
- Knowledge of School of Government annual tax calendar
- Working knowledge of GIS land record systems
