Manage the procurement process, optimize supply chain operations, and ensure the availability of necessary goods and services for Federal Government Solutions, a member of Elevance Health. This role focuses on achieving cost savings and maintaining compliance with regulations for assigned business units.
Responsibilities
- Identify cost-saving opportunities, improve efficiency, and drive continuous improvement in procurement operations
- Establish and maintain relationships with suppliers, vendors, and distributors
- Lead the development and execution of sourcing strategies for goods and services
- Manage and implement the subcontractor strategy for teaming agreement partners and active subcontract actions
- Manage full life cycle subcontract administration functions including vendor analysis, cradle-to-grave subcontract award, and post-award administration
- Conduct market analysis, identify potential suppliers, evaluate proposals, and make recommendations for supplier selection
- Oversee the drafting, review, and negotiation of procurement contracts and agreements
- Monitor vendor contract performance, resolve issues and ensure compliance with contractual agreements and service level agreements (SLAs)
- Draft and review agreements such as subcontracts, teaming agreements, non-disclosure agreements, software licenses, interconnection security agreements, escrow, and other legal documents
- Ensure compliance with legal and regulatory requirements and Federal Acquisition Regulations (FAR)
- Identify opportunities for automation, implement technology solutions, and drive continuous process improvement initiatives
- Draft small business narratives and subcontractor plans for proposals
- Hire, train, coach, counsel, and evaluate the performance of direct reports
Requirements
- 7+ years of experience in Procurement or Supply Chain Management
- BA in Business Administration, Supply Chain Management, or a related field, or equivalent experience
Qualifications
- BA in Business Administration, Supply Chain Management, or a related field
- Minimum of 7 years of related experience in Procurement or Supply Chain Management
Nice to Have
- Strong knowledge of procurement best practices, strategic sourcing methodologies, and contract management
- In-depth understanding of healthcare procurement regulations, compliance requirements, and industry trends
- Knowledge of Federal Acquisition Regulations (FAR) and supplemental acquisition regulations
- Excellent negotiation skills with a track record of achieving cost savings and favorable contract terms
- Ability to build and maintain strong relationships with suppliers and internal stakeholders
- Analytical mindset with the ability to analyze data, generate insights, and make data-driven decisions
- Strong leadership and team management skills
- Excellent communication and presentation skills
- Proficiency in procurement software, enterprise resource planning (ERP) systems, and Microsoft Office Suite
