This Investment Operations Contract Analyst position supports the execution and administration of investment management division contracts, assisting with scope development, monitoring, vendor payments, and issue resolution. The role involves coordinating, implementing, and administering contracts, invoices, and renewals while participating in annual procurement planning.
Responsibilities
- Participate in the contracting process for IMD with Procurement & Contracts and Legal & Compliance, and relevant IMD Business Unit(s)
- Work with IMD business units to identify the need for new services or renewal of existing service
- Assist with and prepare statement of work, business requirements, and evaluation criteria for solicitations
- Complete contract risk assessments to identify and manage risks in the early stages of procurement
- Participate in procurement kick-off meetings including all business units involved to coordinate resources and discuss requirements
- Monitor contract performance, including assistance with developing and tracking key metrics
- Monitor vendor performance to ensure compliance with all contractual obligations and identify any developing problems or issues
- Ensure invoices for contracts are issued in compliance with contract terms and process invoices
- Maintain contract budget and files, completing required procurement forms and contract file documents
- Prepare reports for IMD management regarding contract administration plans, operations, activities, and achievements
Requirements
- Bachelor's degree in business administration, business law, finance, accounting, supply chain management, public administration, or a related field
- Two (2) years of full-time directly related, progressively responsible experience in contract management, document management, budget management, supply chain management, purchasing or related experience
- Certified Texas Contract Manager (CTCM) or ability to obtain within twelve months of employment
- Knowledge of state procurement and contract management requirements, regulations, and best practices
- Knowledge of contract management and procurement processes
- Ability to write contract specifications, deliverables, and terms and conditions
- Skill in evaluating contracts and contractor performance
- Proficiency with MS Office word processing, spreadsheet, and database systems
Qualifications
- Bachelor’s degree from an accredited four-year college or university in business administration, business law, finance, accounting, supply chain management, public administration, or a related field; or High school diploma/equivalent with additional full-time experience in contract management
- 2+ years of full-time directly related, progressively responsible experience in contract management, document management, budget management, supply chain management, purchasing or related experience (Entry Analyst)
Nice to Have
- Certified Texas Procurement Manager (CTPM)
- Certified Texas Contract Developer (CTCD)
- One (1) year of full-time experience with a State of Texas government entity negotiating contracts
