About This Role

This role involves leading and coordinating complex financial duties, monitoring and troubleshooting agency accounting and budgeting reports to ensure accuracy, and providing leadership and training to other Fiscal Office staff.

Responsibilities

  • Provide leadership and training to General Accounting and Fiscal Office staff as a lead worker
  • Coordinate oversight and perform complex manual and automated fiscal tasks including reconciliations of agency subsidiary accounts
  • Prepare and oversee related financial reports, business analysis, and investigations of business transactions
  • Independently review the work of others, make recommendations, track progress, and formulate goals using metrics
  • Serve as a liaison between DFW, OFM, and OST for functions like the One Washington project and state Lease Purchase program
  • Coordinate and prepare fiscal year-end entries for compensated absence, consumable inventory, petty cash, capital assets, and lease purchase
  • Monitor daily exception reports, research discrepancies, and work with Fiscal Office staff for resolution and adjustments
  • Coordinate preparation and submission of financial reports required by state and federal government agencies
  • Coordinate PDR requests and respond to inquiries from agency staff regarding fiscal data
  • Oversee the preparation of monthly status reports and performance measures

Requirements

  • Bachelor’s degree in business, public administration, accounting, economics, statistics, or relevant field AND two (2) years of professional experience in accounting, budget, finance, payroll, or public administration
  • OR One (1) year as a Fiscal Analyst 3
  • OR Five (5) or more years of professional experience in accounting, budget, finance, payroll, or public administration

Qualifications

  • Bachelor’s degree in business, public administration, accounting, economics, statistics, or relevant field (Option 1) OR One (1) year as a Fiscal Analyst 3 (Option 2) OR Equivalent experience which is equal to five (5) or more years of professional experience in accounting, budget, finance, payroll, or public administration (Option 3)
  • 2+ years of professional experience in accounting, budget, finance, payroll, or public administration OR 1+ year as a Fiscal Analyst 3 OR 5+ years of professional experience in accounting, budget, finance, payroll, or public administration

Nice to Have

  • 4+ years of professional experience in conducting complex financial analysis and applying State Administrative & Accounting Manual (SAAM), Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) rules
  • 4+ years of professional experience in accounting, budgeting, banking, credit cards and state policies and practices
  • 4+ years of professional experience with Agency Financial Reporting System (AFRS), Enterprise Reporting, Ad Hoc Reporting, Office of Financial Management (OFM) State Administrative & Accounting Manual (SAAM), Generally Accepted Accounting Principles (GAAP) and Federal regulations
  • 4+ years of professional experience with Microsoft Office Suite (Word, Excel, Outlook, etc.).
  • Proven ability and experience using financial software programs such as QuickBooks, Xero, or Sage
  • Experience creating data and reports for executive level presentations
  • Skill in assessing customer needs and context to determine effective communication
  • Experience working within a team environment, including collaborative problem solving and open communication
  • Experience communicating complex fiscal issues orally and in writing to diverse audiences
  • Experience handling and processing public money/transactions
  • Experience transforming financial regulations into policies and procedures
  • Experience developing finance goals and objectives
