About This Role

The Fiscal Analyst performs a diverse range of budgetary, financial, and analytical support duties for the Superior Court of California, County of El Dorado. This role involves preparing and analyzing financial data, ensuring compliance, and contributing to the annual budget process.

Responsibilities

  • Process accounts payable, including auditing financial accounts and monitoring compliance with purchase orders and contracts
  • Process accounts receivable, preparing customer invoices and maintaining accurate records
  • Perform general ledger account maintenance and reconciliations
  • Process bi-weekly payroll, auditing entries and adjustments for accuracy and processing liabilities
  • Monitor and reconcile case management system activities and daily clerk deposits
  • Analyze court fees and fines for accuracy and compliance, distributing revenue to State, County, and other agencies
  • Maintain and reconcile trust accounts
  • Interface with procurement professionals for purchasing activities, assigning GL coding, and monitoring purchase orders
  • Prepare and monitor grant budgets and contracts, submitting invoices and preparing journal entries
  • Participate in the annual budget process and reporting
  • Maintain accurate financial and statistical records, performing research and resolving accounting problems
  • Prepare and evaluate accounting and financial data for reports to various agencies
  • Conduct monthly and year-end closing of account ledgers and books
  • Maintain asset inventory and control
  • Conduct internal audits as needed

Requirements

  • Knowledge of principles, methods, and techniques of accounting procedures, terminology and practices including general ledger, accounts payable, accounts receivable and reconciliations
  • Knowledge of Generally accepted accounting standards and principles (GAAP) and the Governmental Accounting Standards Board (GASB)
  • Ability to accurately collect, prepare, calculate, record and reconcile statistical, financial and informational data
  • Ability to research, interpret, explain and apply applicable policies, procedures, guides, rules and statutes
  • Ability to analyze financial and accounting records, draw logical conclusions, resolve discrepancies and make sound decisions
  • Ability to organize and prioritize workload efficiently to meet all deadlines under changing conditions
  • Possession of a valid driver’s license may be required
  • Ability to pass a fingerprint clearance by the FBI and DOJ

Qualifications

  • Completion of 60 semester (or equivalent quarter) units from an accredited college or university with major coursework in accounting, business administration, finance, economics or a related field, or an Accounting Certificate
  • Three (3) years of progressively responsible experience in the preparation and maintenance of accounting and statistical records, which may include: processing accounts payable, accounts receivable and general ledger entries in a computerized accounting system; payroll processing; general ledger and bank reconciliations; and preparation of management reporting. OR Four (4) years of such experience without the specified education. OR One (1) year of experience as a Fiscal Technician/Fiscal Technician – Confidential with the El Dorado Superior Court.
