The Fiscal Analyst performs a variety of budgetary, financial, administrative, and analytical support duties for the Superior Court of California, County of El Dorado. This role involves preparing and analyzing financial and statistical data, ensuring compliance, and supporting the annual budget process.
Responsibilities
- Process accounts payable by preparing accounting documents, auditing financial accounts, and monitoring compliance with purchase orders, contracts, and grants
- Process accounts receivable by preparing customer invoices and processing payments
- Perform general ledger account maintenance and reconciliations
- Process bi-weekly payroll in an automated system, audit entries, and process payroll liabilities
- Monitor and reconcile case management system activities and daily clerk deposits
- Analyze court fees and fines for accuracy and compliance, and distribute revenue to relevant agencies
- Maintain and reconcile trust accounts
- Interface between procurement professionals and court staff for purchasing activities, contracts, and purchase orders
- Prepare and monitor grant budgets and contracts, submitting monthly invoices and journal entries
- Participate in the annual budget process and reporting
- Maintain accurate financial and statistical records, analyze and reconcile accounts, and resolve accounting problems
- Prepare and evaluate accounting and financial data for reports to Court administration, and County, State, and Federal agencies
- Conduct monthly and year-end closing of account ledgers and books
- Maintain asset inventory and control
- Conduct internal audits and identify operational problems, making recommendations
Requirements
- 3+ years of progressively responsible experience in accounting and statistical record maintenance (accounts payable, accounts receivable, general ledger, payroll, reconciliations, management reporting)
- Completion of 60 semester units (or equivalent) in accounting, business administration, finance, economics or related field, or an Accounting Certificate
- Knowledge of accounting procedures, terminology, and practices including general ledger, AP, AR, reconciliations
- Knowledge of GAAP and GASB
- Knowledge of payroll processes
- Proficiency with personal computers and business computer applications, especially accounting, spreadsheet, and word processing software
Qualifications
- Completion of 60 semester (or equivalent quarter) units from an accredited college or university with major coursework in accounting, business administration, finance, economics or a related field, or an Accounting Certificate.
- Three (3) years of progressively responsible experience in the preparation and maintenance of accounting and statistical records, which may include: processing accounts payable, accounts receivable and general ledger entries in a computerized accounting system; payroll processing; general ledger and bank reconciliations; and preparation of management reporting, such as balance sheet, income statement, cash flow and budget analysis. OR Four (4) years of progressively responsible experience in the preparation and maintenance of accounting and statistical records (without college degree). OR One (1) year of experience as a Fiscal Technician/Fiscal Technician – Confidential with the El Dorado Superior Court.
