About This Role

This role supports Vermont's energy policy development and implementation by analyzing utility filings, evaluating economic impacts, and providing expert analysis for electric utility regulation. The analyst will step into utility rate cases and regulatory proceedings immediately.

Responsibilities

  • Analyze and evaluate utility rate cases, tariff filings, Integrated Resource Plans, and other regulatory filings
  • Develop and review quantitative economic models, forecasts, and cost-benefit analyses related to energy policy and utility costs
  • Evaluate rate structures and rate design using industry best practices and Vermont-specific considerations
  • Assemble, analyze, and present large utility and energy-sector datasets, primarily in Excel
  • Conduct energy planning studies and produce analytical reports on policy development and implementation
  • Write clear, defensible reports and provide expert testimony to the Public Utility Commission and the Vermont General Assembly
  • Collaborate with electric utilities, developers, state and regional agencies, municipalities, and other energy-sector stakeholders

Requirements

  • Strong quantitative and financial analysis skills
  • Advanced proficiency in Microsoft Excel
  • Hands-on experience working for, with, or regulating electric utilities, particularly in power supply, rate design, or demand-side energy analysis

Qualifications

  • Master's degree or Bachelor's degree in economics, engineering, or science
  • 3+ years of professional experience in economic or energy planning and analysis with a Master's degree, or 4+ years with a Bachelor's degree. Demonstrated experience in economic analysis, financial modeling, and regulatory analysis related to electric utilities or energy markets.
