The C-17 Training System Operations Program Manager plans, organizes, and controls all C-17 Operational Training Sites from conceptual stages through program life cycles. This role optimizes profit, meets marketing and financial objectives, and ensures corporate growth by managing day-to-day site progress, leading program staff, and applying change, risk, and resource management to complex programs.
Responsibilities
- Manage the C-17 Training System Operations and Maintenance Program for all C-17 Training Sites.
- Manage day-to-day progress of sites through interaction with site managers, staff, instructors, engineers, technicians, government representatives, and training support personnel.
- Lead, mentor, and evaluate program staff at various CONUS and OCONUS C-17 training sites.
- Apply change, risk, and resource management to complex programs using various tools.
- Ensure sites comply with Union Collective Bargaining Agreements (CBA), participating in grievance, arbitration, and renegotiation activities.
- Collaborate daily with engineering, marketing, manufacturing, logistics, cybersecurity, and operations to meet cost, schedule, and performance goals.
- Participate in overall program management discipline evolution within the organization.
- Analyze and resolve simple and moderately complex problems using project management tools.
- Provide technical expertise and training to other CAE USA departments in support of the program.
- Maintain teaming associations with subcontractors and manage their performance.
- Prepare, conduct, and run medium to large technical and management meetings with internal and external customers.
- Proactively provide leadership continual feedback on key program metrics and contract activities using existing tools and feedback mechanisms.
Requirements
- Bachelor's Degree in related field
- Military Air Mobility Management Experience
- C-17 experience (managing C-17 training at Wing, Group, and Squadron Level)
- Strong knowledge of C-17 flight simulator and training services market
- Experience in managing the development of training solutions
- Excellent knowledge of performance evaluation and change management principles
- Excellent knowledge of MS Office
- Outstanding leadership and organizational skills
- Excellent communication skills
- Excellent problem-solving ability
- Ability to reason, plan, direct, and evaluate situations to make appropriate recommendations and actions
- Ability to demonstrate leadership ability with complex reasoning and problem-solving abilities
- Ability to effectively present information to customer representatives, top CAE USA management, and public groups
- US Citizenship required
Qualifications
- Bachelor's Degree in related field
- Military Air Mobility Management Experience, C-17 experience required.

- Graduate level coursework
- Complex financial managerial skills (budgetary and proposal activities)
