The Accountant will review incoming credit and debit card payments to identify and prevent potential fraud, recognize high-risk behavioral patterns, and develop fraud detection methods. This role resolves aged RDIs and Recoupments, and recovers outstanding debt owed to the Child Support Bureau (CSB).
Responsibilities
- Gain and maintain robust knowledge of the legacy child support enforcement system (ISETS)
- Research potential fraudulent credit/debit card payments, recognizing red flags, properly holding funds pending chargeback notice
- Recommend changes in fraud preventative measures and assist in developing new procedures
- Track all payment or account level holds and timely review any remaining holds for additional follow-up or release
- Obtain proper verification of payments by authenticating cardholders via email, phone, or mailed correspondence
- Adjust funds from accounts due to chargeback losses and invoices and send repayment correspondence to participants as necessary
- Open/close/hold accounts through advanced access in system for internal staff, counties
- Perform necessary outreach and provide resolution efforts for recovery of outstanding debt owed to CSB
- Reconcile accounts and subsidiary ledgers with general ledger
- Post transactions to cost summary journals
- Prepare a variety of accounting and financial reports from the accounts maintained
- Prepare, correct, and adjust entries prior to closing accounts
- Analyze procurement activity and disbursal of funds and assist in the preparation of program area budget requests
- Review accounts to ensure availability of funds before encumbrances and advises supervisor if account balance is not in agreement with State Auditor’s Office
- Ensure all contractual obligations are fulfilled prior to payment to vendors for services or purchases
- Secure specifications and requisitions for purchases of equipment, furniture, and supplies
- Monitor verification and editing of ledger input to computerized accounting system for the specific program area
- Recommend changes in accounting policies and methods and assist in developing accounting procedures
Requirements
- Broad knowledge of theories, principles, and practices of public accounting
- Broad knowledge of federal and state laws, policies and procedures pertaining to government accounting and bookkeeping
- Broad knowledge of agency function and organization
- Broad knowledge of automated accounting systems
- Ability to solve standard accounting problems
- Ability to evaluate and recommend modifications to existing accounting policy and procedures
- Ability to prepare and interpret financial statements and reports
- Ability to assist in budget preparation
- Ability to accurately perform arithmetic calculations
- Effective communication skills
