Manage and oversee the Utilities Technical Services program for the City of Oxnard, focusing on storm water operations and regulatory compliance. This role involves leading staff, educating the business community on environmental regulations, and coordinating with various agencies to ensure effective program implementation and adherence to environmental laws.
Responsibilities
- Assist in the administrative activities, operations, and services of the Source Control program, including Storm Water regulations and CUPA program
- Coordinate staff efforts of code enforcing environmental laws and regulations as they relate to operations and practices of regulated businesses
- Educate the business community on environmental regulations, permits, and commercial/industrial facilities, including conducting workshops
- Write warning notices, notices of violation, administrative orders, compliance schedules, and conduct administrative hearings
- Coordinate activities with regional, state, and federal agencies
- Provide technical assistance to businesses and educate the local business community on regulatory matters
- Participate in the development of the Technical Services program budget and forecast necessary funds for staffing, materials, and supplies
- Serve as a resource for the Technical Services program, coordinating activities with other divisions, programs, and organizations
- Attend and participate in organizational and community meetings, staying current on environmental programs and laws, and resolving inquiries and complaints
- Prepare and present staff reports and other necessary documents or correspondence to appropriate boards, groups, and/or committees
- Supervise professional, paraprofessional, and support staff, including conducting performance evaluations and coordinating training
- Plan, coordinate, and supervise assigned maintenance and operations programs and functions, monitoring processes for quality and adherence to policies
- Review and evaluate programs, processes, and operating performance; recommend, develop, and implement program enhancements
- Investigate, analyze, and resolve operational issues; respond to inquiries and complaints; interpret and explain policies and procedures
- Monitor and administer maintenance and service contracts; evaluate proposals and assist in negotiating contracts and vendor/contractor selection
Requirements
- Bachelor’s degree in Environmental Science, Business Administration, Public Administration, or closely related field
- 5 years of environmental program management experience
- 2 years of supervisory experience
- Valid California Class C Driver’s License
- Strong analytical and leadership skills
- Well-versed in utility storm water operations and regulatory compliance
- Solid communication and exceptional interpersonal skills
Qualifications
- Bachelor’s degree from an accredited college/university in Environmental Science, Business Administration, Public Administration, or other closely related field
- Five (5) years of directly related environmental program management experience, including two (2) years of supervisory experience.
Nice to Have
- California Water Environment Association Grade 4 Environmental Compliance Inspector (ECI) certification
