This role supervises and oversees the planning, design, review, and construction of transportation infrastructure projects for the City of Savannah, ensuring compliance with local, state, and federal regulations. The manager will coordinate with consultants, manage project lifecycles, and supervise assigned staff.
Responsibilities
- Coordinate and oversee the City’s Program Management consultant's contract and perform quality control
- Supervise, direct, and evaluate assigned staff, including processing employee concerns, directing work, counseling, disciplining, and completing performance appraisals
- Act as project liaison and communicate information with project stakeholders, consultants, contractors, vendors, executive management, governmental regulatory bodies, and the public
- Continually update and manage project schedules, costs, and the budget throughout the lifecycle of the project
- Assess and resolve project issues, including contract disputes, procedural issues, technical issues, scheduling, and cost issues
- Prepare Requests for Proposals and Statements of Qualifications; evaluate and score proposals; qualify vendors; and provide recommendations to City Council for contract awards
- Perform pre-design assessments, programming, and conceptual planning for transportation projects; develop initial project schedules and an overall estimated project cost
- Review design documents at various submittal stages for quality/cost/constructability/functionality/programming adherence to ensure complete construction documents
- Manage construction contracts and perform quality control, including construction inspection for contract compliance
- Review contractor/consultant submittals (reports, schedules, products, costs, etc.)
Requirements
- Bachelor's Degree in Civil Engineering or equivalent
- 4+ years of engineering management experience, including personnel and administration
- Knowledge of engineering design theories and principles
- Knowledge of City budgetary and purchasing procedures
- Knowledge of City personnel policy
- Knowledge of construction theories and principles
- Knowledge of the principles and practices of transportation project cost estimation and contract administration
- Valid state driver's license
Qualifications
- Bachelor's Degree in Civil Engineering or an equivalent combination of education and experience
- Four years of engineering management experience, including personnel and administration experience

- Georgia Professional Engineer (PE) certification
- Project Management Professional (PMP) certification
- Local Administered Project (LAP) certification
