This Senior Systems Engineer/Administrator role at the City of Pasadena Water and Power Department involves managing and supporting IT and OT systems, acting as a technical expert for infrastructure and security, and leading large-scale projects. The position focuses on ensuring the scalability, reliability, and future readiness of enterprise systems in a utility environment.
Responsibilities
- Lead development of enterprise-level strategies for server, storage, network, software, and OT systems
- Design, implement, and maintain Water Utility SCADA interfaces, modules, HMI applications, PLC programming, telemetry communications, alarm management, and real-time data acquisition
- Administer and optimize PI System components, design tags, models, calculations, dashboards, and reports, and integrate with external systems
- Administer Windows Server environments, virtualization platforms, and secure ICS/SCADA network architectures
- Develop automation scripts and design system integrations to enhance operational intelligence
- Apply ICS/SCADA cybersecurity best practices, maintain patching, logging, access control, and incident response protocols
- Lead SCADA, historian, and OT projects from planning through implementation, mentor junior engineers, and foster collaboration
- Configure, maintain, and monitor Security System infrastructure
- Document systems, changes, and procedures in line with best practices and change management protocols
Requirements
- Extensive experience with utility operational technology systems
- Ability to work independently with minimal supervision
- Six years of progressively responsible experience in administration of a complex multi-platform server operating systems environment
- Graduation from an accredited four-year college or university with a major in management information systems, computer science, engineering or a closely related field

- Graduation from an accredited four-year college or university with a major in management information systems, computer science, engineering or a closely related field
- At least six years of progressively responsible experience in administration of a complex multi-platform server operating systems environment; or an equivalent combination of training and experience.
Nice to Have
- Water Utility SCADA Ignition experience
- Electric and/or Water application administration experience
- Microsoft Certified Systems Engineer (MCSE) certification
- Project Manager certification
