Senior Proposal Solutions Architect

About This Role

As a Senior Proposal Solutions Architect, you will develop proposals and bid strategies for Federal health agencies, owning end-to-end solutioning from capture through proposal development. You will create technical approaches, operating models, and CONOPs to translate customer requirements into compliant and differentiated solutions.

Responsibilities

• Serve as Solutions Architect for establishing solution vision and aligning to customer objectives for proposals, primarily focused on VA and HHS
• Own end-to-end solutioning for major capture efforts, balancing solutions against cost, schedule, function, quality, and other business considerations
• Independently develop technical approaches, including operating models, staffing and oversight models, and deliverables
• Independently draft complete CONOPs (roles, workflows, governance, and how work is performed), ensuring alignment to solicitation requirements
• Write and lead technical proposal sections based on solution design, including key elements such as the technical approach
• Analyze solicitations in detail to identify corporate strengths, weaknesses, competitors, and proposal development needs
• Partner with Business Development to support capture strategy development through technical leadership and creation of discriminating value propositions
• Incorporate win strategies and articulate the 'why us' story while supporting other facets of a proposal including level of effort, staffing, and pricing
• Lead solutioning collaboration with technical and customer domain SMEs and teaming partners, translating inputs into a differentiated solution
• Conceptualize graphics to convey key solution concepts, graphically depicting process, relationships, dependencies, technologies, benefits, features, and other concepts
• Promote application of proposal best practices and iteratively review content and coach authors
• Demonstrate creative thinking and up-to-date knowledge in health-related technical and strategic competencies
• Create content for white papers and briefings demonstrating thought leadership and supporting marketing efforts

Requirements

• Demonstrated experience leading solution architecture for Federal captures and proposals (technical approaches, operating models, staffing/oversight models)
• Bachelor's Degree in public health, behavioral health or related discipline
• 5+ years of demonstrated ability to author technical sections in proposals (leading/supporting over 25 proposals)
• 8+ years of professional experience in health-related projects and Federal Government contracting
• Demonstrated experience in one or more health functional areas with significant involvement in competitive Federal proposals
• Excellent overall understanding of processes/tools/frameworks used within VA and HHS
• Experience and understanding of project management methodologies (PMBOK, Agile)
• Exceptional written/oral communication skills

Qualifications

• Bachelor's Degree in public health, behavioral health or related discipline
• 8+ years of professional experience in health-related projects and Federal Government contracting, with 5+ years authoring technical sections in proposals (leading/supporting over 25 proposals)

Nice to Have

• Direct experience implementing solutions, initiatives, and policies in large Federal health systems
• Experience developing CONOPs and operational workflows for Federal health programs (VA/HHS preferred)
• Experience using generative AI tools (ChatGPT) for research, data analysis, ideation, and technical content writing
• Proven track record of identifying and converting contract opportunities into sales
• Knowledge of the VA/HHS vendor marketplace and ability to identify and engage teaming partners
• Successful execution of each phase of the proposal development process, from opportunity identification to closing
• Experience with the FAR, the Shipley lifecycle, proposal reviews, full-and-open competitive evaluations
