Provide program and financial analysis support for government contracts, managing budgets, forecasting resource requirements, and ensuring compliance with financial regulations.
Responsibilities
- Provide program analyst support including creating and managing FY budgets and spend plans
- Forecast resource requirements for manpower, contracts, travel/training, equipment, supplies, and funds
- Prepare briefings, cost analysis documents, and official forms (P&R, POM, BRP)
- Retrieve and analyze Status of Funds (SOF) reports in GFEBS for reimbursement and disbursement status
- Prepare studies and analysis for funding requirements and funds status presentation
- Perform management studies and reviews pertaining to mission, organization, functions, and productivity
- Interpret findings and develop constructive recommendations for solving management problems regarding funding
- Reassess and refine costs for complex missions on an ongoing basis, incorporating actual cost data
- Analyze and evaluate cost estimates of projects for FSA financial data requirements to ensure compliance with policies
- Coordinate and develop Acquisition Strategy Reports, Budget Exhibits, and Integrated Master Schedule (IMS)
Requirements
- Active secret clearance
- Proven experience creating and managing FY budgets and spend plans
- Experience forecasting resource requirements for manpower, contracts, travel/training, equipment, supplies, and funds
- Experience in preparing briefings, cost analysis documents, P&R forms, Program Objective Memorandum (POM) documents, Budget, Requirements, and Program (BRP) documents
- Experience with the creation of Independent Government Cost Estimate (IGCE), MIPRs, and tracking funding MODs
- Experience updating, tracking, and maintaining documentation for all budgetary actions and financial data to ensure compliance with audit procedures
- Good working knowledge/experience of General Fund Enterprise Business System (GFEBS)
- Ability to coordinate effectively with all internal and external stakeholders
- Experience communicating/briefing senior leadership on funding status and disbursement plans
- Proficient using Microsoft Office (Word, Excel, PowerPoint)
Qualifications
- Bachelors degree
- Minimum of ten (10) years of relevant experience

- Fiscal Law Certificate of completion within the last two years
