Manage capital and operating utilities projects at JFK airport, ensuring they are completed on schedule, within budget, and in coordination with key stakeholders. This role requires technical expertise to drive results in complex infrastructure challenges.
Responsibilities
- Manage assigned capital and operating projects at JFK including initiation, planning, design development, implementation, monitoring and close-out
- Ensure projects are managed on schedule and on budget, reviewing and determining risk associated with schedule recovery plans
- Review project scope and coordinate with key stakeholders to ensure desired outcome
- Ensure key stakeholder involvement in the life cycle of assigned projects
- Coordinate with Engineering for quality/timeliness/cost efficiency of work delivered
- Oversee and review of outside Agency involvement and the execution of Right of Entries, force accounts and other required agreements
- Prepare required documentations to ensure successful completion of CPOC (Capital Project Oversight Committee) and Board authorizations
Requirements
- 5+ years project management experience in concurrent, complex airport infrastructure capital/operating projects
- Demonstrated experience supporting design, construction and procurement of construction contracts
- Demonstrated experience in managing utilities projects (electrical substation & ductbank/feeders, water infrastructure, fire alarm / fire protection)
- Familiarity with Federal Aviation Administration (FAA) Advisory Circulars and AIG/AIP grant requirements
- Demonstrated experience with policies, procedures and capital authorization processes related to project development, implementation and management
- Strong interpersonal, leadership, negotiation, problem solving and decision-making skills
- Exceptional verbal and written communication skills
Qualifications
- Bachelor’s Degree in Engineering or Architecture from an accredited college or university
- Minimum of five (5) years project management experience in managing concurrent, complex airport infrastructure capital/operating projects; demonstrated experience supporting design, construction and procurement of construction contracts
Nice to Have
- Registered Professional Engineer (PE) or Architect (RA) in the State of New York
- Certified Project Management Professional (PMP)
- Experience or familiarity with JFK Redevelopment Program
- Experience in FEMA grant funded projects
- Demonstrated ability to develop complex strategies to deliver projects and represent Agency needs
- Proven ability to work on fast paced projects of significant complexity and risk
- Demonstrated experience in cost benefit and life cycle cost analyses, project planning, and risk management protocols
- Demonstrated experience with alternative procurement strategies (such as Design-Build)
